Chickasaw Nation Industries, Inc. (CNI) is a federally chartered corporation wholly owned by the Chickasaw Nation. Headquartered in Norman, Oklahoma, CNI serves as a holding company with multiple subsidiaries that operate as Limited Liability Companies (LLCs) engaged in several lines of business for both the federal government and commercial enterprises. Chickasaw Federal serves as the government contracting arm of Chickasaw Nation Industries, while our Filtration and Manufacturing lines of business serve commercial enterprises.

Supporting Community Economic Development

A portion of our profits is used to support Chickasaw citizens through a multitude of programs and services such as education, health care, nutrition services, housing programs, legal services, elder and child care and community support programs. Bill G. Lance, Jr. is the Secretary of State for the Chickasaw Nation. In his role, Bill represents the Chickasaw Nation in numerous civic, business, and governance capacities, while supporting the strategic goals of the Chickasaw Nation.
Bill previously served as the Secretary of Commerce for more than thirteen years, where he was responsible for managing all commercial business enterprises of the Chickasaw Nation. The Chickasaw Nation Department of Commerce has approximately 7,000 employees and is comprised of more than 60 gaming, hospitality, retail, media, manufacturing, and tourism related businesses. Mr. Lance also served as Administrator of the Chickasaw Nation Health System, where he oversaw the historic construction of the 370,000 square foot Chickasaw Nation Medical Center located in Ada, Oklahoma. Mr. Lance received a Master of Public Health degree from the University of Oklahoma, College of Public Health; a Bachelor of Science degree from East Central University (ECU), and most recently became a Fellow of the American College of Healthcare Executives (FACHE).

Dan Boren is the Secretary of Commerce for the Chickasaw Nation. As Secretary of Commerce he is responsible for the management of all commercial business enterprises of the Chickasaw Nation. The Chickasaw Nation Department of Commerce has approximately 7,000 employees, and is comprised of more than 60 gaming, hospitality, retail, media, manufacturing, and tourism related businesses. In addition to his role as Secretary of the Commerce Department, Dan also serves on the board of directors for other businesses owned by the Chickasaw Nation, including Chair of Sovereign Native Holdco, LLC (SNH) and Sovereign Asset Fund.
Prior to be appointed as the Secretary of Commerce, Dan was the Chief Banking Officer and President of Oklahoma for First United Bank. In his role he worked with nineteen communities in thirty-one locations to help foster growth while promoting the bank’s purpose and values as well as the pillars of its core message to “Spend Life Wisely”.
Prior to joining First United in January of 2020, Dan served as President of Corporate Development for the Chickasaw Nation. Based in Oklahoma, Dan helped to drive the Nation’s business diversification strategy. In his capacity, Dan served on numerous boards within the Nation that cut across the technology, health, financial services and energy sectors.
Before joining the Nation, Dan represented Oklahoma’s 2nd Congressional District in the U.S. House of Representatives for four terms before retiring in 2013.
While in Congress, Dan played a leadership role on Native American issues, serving as the Ranking Member of the House Natural Resources Committee’s Subcommittee on Indian Affairs. Dan helped shape key national economic recovery policies as a member of the House Financial Services Committee. Dan also served on the House Armed Services Committee and House Permanent Select Committee on Intelligence and earned a reputation for being able to work with members of both parties to pass laws that strengthened U.S. defense and national security.
Before election to Congress in 2004, Dan served in the Oklahoma House of Representatives and was the first freshman state lawmaker ever to be elected as Caucus Chairman.
Dan continues to find ways to contribute to his community. He currently serves on the boards of First United Bank, Jasmine Moran Children’s Museum, Seminole State College Educational Foundation, OU Children’s Hospital Board of Advocates, Oklahoma Academy, Domestic Energy Producers Alliance, Sovereign Asset Management (Chairman), Sovereign Native Holdco, the Last Frontier Council (Boy Scouts of America), the Oklahoma Foundation for Excellence, the Oklahoma City Chamber of Commerce, Infinity Capital Partners, Soldier Strong, Texas Christian University AddRan College of Liberal Arts Board of Visitors, and an Advisory Board Member for the US Global Leadership Coalition. Dan is also a Rodel and Hunt Kean Fellow, past Chairman of the Congressional Sportsmen’s Caucus and a graduate of Leadership Oklahoma Class 17.
Dan earned his B.S. in Economics at Texas Christian University and a M.B.A. in International Business from the University of Oklahoma. Dan currently resides in Edmond, OK with his wife, Andrea, and their two children, Janna and Hunter.
Marvin Ellis Mitchell

Appointed to the Board of Directors for Chickasaw Nation Industries, Inc. (CNI) in 1998 by Governor Bill Anoatubby, Mr. Mitchell has been serving CNI since it was created through a majority vote of the Chickasaw People in 1996.
Mr. Mitchell was born in Ada, Oklahoma where he attended McLish High School and then graduated from East Central University in 1968 with a Bachelor of Science Degree; he was the first one in his family to graduate from college - with the help of a four year scholarship through the State of Oklahoma’s Indian Education Program with the approval of Governor Overton James of the Chickasaw Nation. He married Donna Kaye Frye in 1968, and had two sons, Mike and Jay, both of whom are executive employees of the Chickasaw Nation.
Mr. Mitchell began working for the U.S. Department of Labor in 1969 in Region VI, Dallas, Texas. He served as a Federal Representative to State Employment Security Agencies, Chief of Claim Services for the Office of Federal Employee Workers Compensation, Administrative Officer for the Employment Standards Administration, and as a Federal Investigator for Wage and Hour Administration. Mr. Mitchell retired in 2003 on his family’s farm near Fittstown, Oklahoma. He also served in the Oklahoma National Guard from 1968 to 2001, retiring as an E-8, Master Sergeant.

Mr. Woods has served on the CNI Board of Directors since 2004. Mr. Woods also serves as the Chairperson of the Chickasaw Nation Legislature where he has been a Legislator for the Tishomingo District since 2002. Before being elected Chairperson of the Legislature, he served as Chairman of the Legislative Committee and Election Rules and Regulations Ad Hoc Committee along with being a member of the Finance, Land, and Health Committees. Prior to his election to the Legislature, he served as an elected Supreme Court Justice for the Chickasaw Nation from 1991 to 2002. He has been appointed by successive Governors of Oklahoma to the Oklahoma Radiation Management Advisory Council, serving consecutive three-year terms since 1993, and still serves as the elected vice-chairman of the Council.Mr. Woods is a senior radiation safety officer with Halliburton Energy Services in Duncan, OK. He previously held positions with Westinghouse Electric Corporation at Energy Services in Duncan, OK, at the Nuclear Power Naval Training Center in South Carolina, and at the Naval Reactors Facility in Idaho. Mr. Woods holds a Bachelor of Science degree in Chemical Engineering from the University of Oklahoma.
Melvin Burch

Mr. Burch, a member of the Chickasaw Nation, formed his consulting company Leading Edge Consultancy, LLC after his retirement from the Department of Interior, Office of the Special Trustee for American Indians (OST) on December 31, 2017. At OST he served as a Regional Fiduciary Trust Administrator and as a member of the Federal Government Senior Executive Service. Before joining OST in 2004, Mr. Burch worked as the Middle East Region Head and Practice Lead for Trust Services for the Lobue Group, an international consulting firm. Prior to his work with the Lobue Group, he worked 26 years as an executive in the trust banking field with the First National Bank and Trust Company of Oklahoma City, Northern Trust Company of Arizona, Liberty National Bank and Trust Company and Bank One.
Mr. Burch joined the CNI Board of Directors in January 2019, having previously served as a founding member of the Board of Directors of Bank2, a United States community bank headquartered in Oklahoma and wholly owned by the Chickasaw Nation. He is licensed to practice law in Oklahoma and the United States District Courts for the Western and Northern Districts of Oklahoma. He is also a licensed Oklahoma Real Estate Proprietary Broker. Mr. Burch was an adjunct professor at the university level for 20 years.
A native of Oklahoma, he graduated from the University of Central Oklahoma with a Bachelor’s Degree in Business Administration. He also holds a Juris Doctor Degree from the Oklahoma City University School of Law.

Libby Washburn is the Associate CEO of the Native American Agriculture Fund, the largest philanthropic organization devoted solely to serving the Native farming and ranching community. She is a Commissioner on the President's Commission on White House Fellowships, the Nation's premier program for leadership and public service. She also serves as a Trustee for the Grand Canyon Trust, working to safeguard the Grand Canyon and the Colorado Plateau.
Previously, she served as the Director of Ethics and Compliance for the San Diego Zoo Wildlife Alliance and the Special Assistant to the President for Native American Affairs for the Biden Administration. Washburn served in senior leadership roles at New Mexico State University and the University of New Mexico, focusing on building compliance structures and strengthening ethics requirements. She also worked in the Obama Administration at the U.S. Department of the Interior, as State Director and Counsel for Senator Jeff Bingaman, and practiced Native American law in private practice. Washburn graduated from the University of Oklahoma and the University of New Mexico School of Law. She is a citizen of the Chickasaw Nation.

As the President/CEO, Mr. Marques brings over 20 years of industry experience to the Chickasaw Nation Industries, Inc. family of companies.
As a leader in both industry and Federal Government, Mr. Marques has decades of experience in corporate administration, business development, and program and project management. He previously led Chickasaw Federal, CNI’s Federal Services Division. Prior to this role, Mr. Marques was a co-founder of a successful small business, A+ Government Solutions, which he led into a wholly owned subsidiary of CNI. He also served as an IT Project Manager in the Office of the Secretary at the U.S. Department of Health and Human Services (HHS) for five years.
Mr. Marques holds a Doctor of Education, Leadership, and Learning in Organizations. He is also certified as a Project Management Professional (PMP) and has earned a Certificate of Management Excellence (CME), Leadership, Negotiation, and Strategy from Harvard Business School.
Mr. Marques is driven by the opportunity to support the Chickasaw Nation and is guided by our core values and mission to build a business that supports a Nation.
Rhonda Sutton

Since joining CNI, Ms. Sutton has held multiple leadership positions, including: Accounting Manager, Vice President of Finance, and Chief Financial Officer. Ms. Sutton is currently the Chief Administration Officer, and is responsible for the oversight and management of CNI's administration operations. Ms. Sutton is an active member of the American Management Association and the Society for Human Resource Management. She earned a Bachelor’s degree in Business Administration from East Central University.

Ms. Burritt joined CNI in 2000 and brings 25 years of experience in operations, business development, and talent acquisition, with a focus on Federal Government contracting for 8(a) and tribally owned businesses. As Chief Operating Officer (COO), she leads CNI’s Federal Services-focused LLCs, overseeing government contracts and business development initiatives.
With a strong background in strategic planning and execution, Chrystal excels in customer relationship management and seamlessly integrates front- and back-office operations to drive efficiency and success. She is known for her ability to build high-achieving teams, leveraging effective teamwork and communication to attract and retain top-tier talent.
She earned her bachelor’s degree from Mount Holyoke College and is committed to continuous professional development. Her credentials and training include programs from the Project Management Institute, MIT Sloan School of Management, FIU College of Business, Shipley Associates, and Black Swan Negotiation.

Ms. Griffith is a proud graduate of Oklahoma State University with a Bachelor degree in Business Administration, majoring in Accounting with a minor in Management Science and Information Systems and a CPA. She started her career as an auditor at Deloitte & Touche in Oklahoma City. Before joining CNI in 2007 as the Director of Financial Reporting, she was the Controller for the Oklahoma City Community Foundation for over a decade.

Mr. Leydorf is an experienced executive who has successfully led diverse teams for the federal government and private companies. As Chief Strategy Officer, he is responsible for overall corporate strategy, mergers and acquisitions, and CNI’s market intelligence team. Previously, he served for 15 years in the U.S. intelligence community and later as the executive director and research director of a private research institution. Mr. Leydorf graduated from the University of California at Berkeley with a Bachelor of Arts degree in economics and political science. He also holds Masters of Arts degrees in theology and international relations and is all-but-dissertation (ABD) toward a PhD in world affairs.

As Chief of Staff, Ms. Kirschner brings extensive leadership experience to the role. She previously served as CNI's Senior Vice President of Economic Development and, since 2020, President of CNI Manufacturing, transforming it from a single-customer operation to a thriving, diversified heavy metal manufacturer.
Prior to CNI, Ms. Kirschner was General Counsel of the Oklahoma Department of Commerce, successfully recruiting major companies like Dell, Gatorade, Google, and GE to Oklahoma. She also spearheaded development for a 2007 Oklahoma Centennial project featured at Epcot. Her commitment to service includes her selection for the Honorary Commanders Class of the 72nd Air Base Wing (Tinker Air Force Base) and participation in the Secretary of the Air Force’s National Security Forum.
A graduate of Dartmouth College and Boston College Law School, Ms. Kirschner has practiced law in Oklahoma City and London, becoming a Solicitor of the Supreme Court of England and Wales.
A dedicated community leader, she serves on various boards, including President of the Oklahoma Israel Exchange, board member of Creative OK, and as a Trustee of Oklahoma Educational Television Authority, among others. She is a frequent speaker and moderator on leadership and economic development.

Mr. Mitchell has 22 years of experience and expertise with CNI and currently serves as the Chief Operations Officer for CNI’s Commercial Division. Mr. Mitchell is a graduate of East Central University, Ada, OK, and is a proud member of the Chickasaw Nation. Mr. Lockhart has over 17 years of experience and expertise with CNI. Previously as the Assistant General Counsel and Compliance Officer for CNI, he developed his knowledge of the government contracting process and the Federal Acquisition Regulations, providing a skillful and knowledgeable leader for the General Counsel’s Office. Before coming to CNI, he was an Assistant General Counsel for the Oklahoma Bar Association, where in addition to other duties, he provided general ethical and legal advice. He earned a Bachelor of Arts in Letters, Magna Cum Laude, and Juris Doctor degrees from the University of Oklahoma.
