The Database Specialist II supports the Pension Benefit Guaranty Corporation. This position serves as a computer systems expert on assignments that typically involve operations and maintenance of existing systems and solutions.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Interfaces with internal project teams, management, customers and subcontractors.
Supports team in performing system upgrades, application of patches and vendor releases.
Reviews, analyzes and evaluates IT systems and user needs.
Writes detailed descriptions of program functions and steps required to develop or modify systems to include design documentation, solution environment plans, and technical review documentation.
Familiar with a variety of advanced systems analysis concepts in order to develop solutions to complex problems.
Uses ServiceNow to initiate and move change requests through change approval and technical review boards, and to request appropriate permissions for users for different environments.
Drafts test scripts and performs testing to include regression testing, smoke testing and user acceptance testing.
Develops and executes presentations using MS PowerPoint supporting the project to include regular Integrated Project Team (IPTs) presentations, agendas and minutes.
Strong analytical skills to understand the requirements and ensure any configuration of the system or database meet the requirements.
Ability to accurately understand the project goals and tasks, and to implement them in an efficient and effective manner.
Good communication skills, both oral and written. Must be able to effectively communicate with staff across PBGC Departments like CMSD, ITIOD, and PD. Must be able document technical information accurately and clearly.
Strong interpersonal skills including the ability to listen and communicate effectively, apply strategic thinking and creative solutions to problems and foster teamwork.
Ability to test application against requirements and be able to run performance testing procedures to ensure the proper operations.
Ability to troubleshoot any potential problems, create and submit test reports and trouble tickets, and tracking tickets to closure.
Ability to write and maintain system documentation with changes or improvements to the database and/or system as the changes or improvements are implemented.
Must work with other project teams to ensure interfaced system code/modules are tested and working according to requirements.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION / EXPERIENCE
Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or a related field of study and a minimum of five (5) years’ of relevant experience.

Experience with Fedselect and Comprizon is preferred
Expertise with Oracle, SQL and Linux database design and Java programming language and experience with other databases and current programming languages. Also, experience with MS Windows
Broad knowledge of data sources, data flow, systems interactions, advanced computer equipment and software applications, and advanced systems design techniques
Proficient knowledge and understanding of a variety of concepts, practices and procedures related to computer systems and applications
Ability to analyze and develop complex design objectives
Experience designing and documenting technical solutions
Proven ability to perform in an advisory capacity and to make recommendations for resolving issues
Excellent computer skills with demonstrated proficiency in Microsoft Windows / Office
Experience with ServiceNow
Experience with deployments/upgrades of COTS products
Experience with configuration, reporting, query building and common security frameworks
Experience with both Windows and Unix based tools preferred
Experience with both local and cloud-based deployments
Excellent customer service skills
Ability to work both independently and in a team environment
Ability to effectively manage multiple projects and priorities
Ability to perform many different roles, both at a detailed level and from a higher-level perspective
Ability to clearly and concisely communicate / explain technical information to a broad range of people with varying levels of technical expertise
