SUMMARY 

The .Net Software Developer will support the FMWF program was developed and deployed at Ellsworth AFB, for the Air Force Financial Services Center. This program uses components of the IBM ToolSuite, comprised of a system of products (FM Workflow application, Resource Manager, Records Manager, DB2, WebSphere Application Server, Content Manger/Records Enabler, II4C, Environment, AFIMSC formally Air Force Financial Services Center (AFFSC)). The system is in sustainment, but requires enhancing capability, implementing customer requirements and developing processes which allow the system to comply with Air Force security mandates, changes driven by interfacing partners and other facets of operation.

ESSENTIAL DUTIES AND RESPONSIBILITIES 

Essential duties and responsibilities include the following.  Other duties may be assigned.

Develop, implement, and maintain .NET-based software solutions to support the Air Force Financial Services Office/Air Force Financial Systems Office.

Collaborate with stakeholders to gather requirements and translate them into technical specifications.

Design and architect scalable, secure, and maintainable software applications using the .NET framework.

Integrate .NET applications with existing systems and databases within the Air Force Financial Services Office/Air Force Financial Systems Office environment.

Ensure interoperability and seamless data exchange between different software components and systems.

Design and optimize database schemas and queries to support efficient data storage and retrieval.

Implement data access layers using technologies such as Entity Framework or ADO.NET to interact with relational databases.

Develop and execute unit tests and integration tests to ensure the reliability and functionality of .NET applications.

Perform code reviews and collaborate with peers to identify and address software defects and performance bottlenecks.

Create and maintain technical documentation, including design documents, user manuals, and release notes.

Generate reports and metrics to track software development progress and performance against project goals.

Implement security best practices to protect sensitive data and ensure compliance with Air Force cybersecurity policies and regulations.

Participate in security assessments and audits to identify and remediate vulnerabilities in .NET applications.

Work closely with cross-functional teams, including software engineers, business analysts, and project managers, to deliver high-quality solutions on time and within budget.

Communicate effectively with stakeholders to provide updates on project status, address concerns, and solicit feedback.

Ensure adherence to coding standards, architectural guidelines, and software development best practices established by the Air Force Financial Services Office/Air Force Financial Systems Office.

EDUCATION / EXPERIENCE 

Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education, with six (6) years of professional experience.

As a minimum, must have the following technical experience: 

  • Proficiency in .NET development frameworks, including ASP.NET, MVC, and Web API.
  • Experience with database technologies such as SQL Server, including database design, querying, and optimization.
  • Familiarity with front-end technologies like HTML, CSS, JavaScript, and frameworks/libraries such as Angular or React.
  • Experience with version control systems like Git for code management and collaboration.
  • Understanding of security principles and practices relevant to web application development.
  • Familiarity with testing frameworks and practices for ensuring software quality, such as unit testing and integration testing.
  • Experience with cloud platforms like Microsoft Azure or Amazon Web Services (AWS) may be beneficial, depending on the organization's infrastructure.

CERTIFICATES, LICENSES, REGISTRATION 

In accordance with AFMAN 17-1303, employee must obtain a Security+ (Plus) certification within 6 months of contract start date and maintain certification in good standing during the entire period of performance to maintain elevated privileges on the Air Force network

Must be able to obtain Government security clearance

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES 

Ability to operate in a mission orientated fast-paced type environment for the multiple systems and networks supporting AFFSO.  

Performs in an environment centered on mission availability and quick response to customer requirements in a highly stressed atmosphere.

Must be able to communicate effectively with internal and external agencies, such as AFFSO, SAF/FM, and AFIMSC leadership.

Must possess creative and intellectual knowledge of Information Technology.

Must demonstrate the ability to exercise discretion and independent judgment in working directly with the customers on a daily basis.

Must have specific knowledge in the areas of security vulnerability and intrusion assessments.

Must have ability to work independently, accomplish complex tasks simultaneously and be able to communicate with the users. The SA must be able to define procedures and manage software toolsets as well as support peripherals to facilitate the network system operations.   

MATHEMATICAL SKILLS 

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. 

REASONING ABILITY 

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. 

LANGUAGE SKILLS 

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
