The Technical Librarian involves managing and enhancing access and metadata for electronic non-patent literature within the USPTO's library and information systems. Key responsibilities include cataloging, editing bibliographic records, and maintaining discovery systems. Makes electronic resources management recommendations, compiling and analyzing library statistics for USPTO reporting, and troubleshooting resource-related issues. Supporting upgrades and transitions of electronic library content, gathering and analyzing data and metadata, and highlighting trends and issues. Coordinates with client staff on project scope and requests, working independently towards project objectives and requirements.

ESSENTIAL REQUIREMENTS
Must be able to obtain and maintain the required customer clearance for access to systems, facilities, equipment and property.
Must have experience in online cataloging systems, web scale discovery systems, and current MARC/KBART/RDA standards and LC classification system.
Possesses experience with SharePoint, usage statistics, Excel and other MS-Office tools, Adobe Acrobat, knowledge of applications such as SQL.
KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.
Maintains, evaluates, and updates access and metadata related to electronic non-patent literature found in the USPTO’s library and web scale information systems, including cataloging and downloading and editing bibliographic records, and maintaining web-scale discovery systems.
Makes recommendations to the government for electronic resources management.
Compiles library statistics and analyzes data for the operation of the library as required for USPTO-wide reporting.
Works to troubleshoot issues related to electronic resources.
Provides support with upgrades and transitions amongst electronic library content.
Gathers data and metadata associated with electronic resources. Provides analysis and highlights trends and issues.
Works with client staff to coordinate and facilitate project scope and requests.
Works independently under overall project objectives and requirements.
EDUCATION AND EXPERIENCE
Master’s degree Library Science and a minimum of four (4) years experience leading and/or providing support in tracking, maintaining, and upgrading electronic resources.
PHYSICAL DEMANDS
Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.
