Program Analyst III

The Program Analyst III is responsible for improving projects, programs and processes by analyzing data, identifying issues and recommending solutions to enhance efficiency and effectiveness. Develops processes and tools to assist with analytics. Collects data, conducts research, and assists with preparation of project status analysis and reporting. May be asked to present to the project/program lead. May help coordinate efforts to optimize cross-project resources.

ESSENTIAL REQUIREMENTS

  • Must be able to obtain and maintain the required customer clearance for access to systems, facilities, equipment and property.

  • Must possess appropriate level of certifications as required.

KEY DUTIES AND RESPONSIBILITIES

Essential Duties and responsibilities include the following. Other duties may be assigned. 

  • Develops required annual and ad-hoc reporting, gathers technical input from program/branch managers, and prepares FAA-compliant reports for Division review.

  • Supports development and documentation of procedures, workflows, and plans for technical, programming, maintenance, and administrative activities; monitors execution and reports progress.

  • Performs qualitative and quantitative analyses, including project planning, scheduling, and performance assessment.

  • Creates and maintains information systems and databases, including Access database support.

  • Prepares, writes, formats, and edits a wide range of correspondence, reports, spreadsheets, presentations, and charts in accordance with FAA guidelines.

  • Reviews technical proposals and supporting documentation; assembles data, prepares technical summaries, and participates in meetings with FAA stakeholders and external representatives.

  • Assists in drafting responses to formal requests and preparing documentation for information releases.

  • Provides support on financial management activities, including budget planning, forecasting, and reporting.

  • Tracks project milestones and assists in monitoring all phases of financial management.

  • Supports acquisition lifecycle activities, including planning, risk analysis, and mitigation documentation.

  • Applies office and administrative management practices to maintain documentation, correspondence, directives, and records.

  • Tracks and reports progress toward division/branch goals, ensuring deliverables and timelines are met.

  • Supports resource management, data management, and project coordination using Microsoft tools and project management software.

  • Develops and refines administrative processes and procedures; monitors execution and reports outcomes.

  • Coordinates and tracks various technical projects, supporting milestone development, objective setting, and evaluation criteria.

  • Independently manages complex business, administrative, and financial processes; performs business and financial analysis as needed.

  • Provides direct support to the Executive Director, producing high-quality reports, presentations, spreadsheets, and briefing materials.

  • Supports budgeting, financial planning, process analysis, and development of operational and business controls.

  • Coordinates sensitive information, resolves administrative challenges, and ensures compliance with policies.

  • Supports proposal processes, including editing, formatting, compiling, and preparing materials for submission.

  • Participates in cross-functional teams and maintains correspondence, contract files, and administrative records.

  • Provides logistical support for meetings, workshops, conferences, and retreats, including scheduling and room setup.

EDUCATION AND EXPERIENCE

Bachelor’s degree in Business and at least eight (8) years of relevant experience, or sixteen (16) years of overall experience in lieu of a degree; or an equivalent combination of education and experience.

PHYSICAL DEMANDS

Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.  Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $85K to $95K, with the final offer contingent on location, skillset, and experience.
