SUMMARY

The Business Analyst III supports the Pension Benefit Guaranty Corporation’s (PBGC’s), Office of the Management and Administration (OMA) and IT Support Services (ITTS) project. The Business Analyst III provides a more advanced, specific level of knowledge to develop and deliver functional and non-functional requirements for system applications.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge/quality of work, supporting financial goals of the company, initiative/motivation, cooperation/relationships, problem analysis/discretion, accomplishing goals through organization, positive oral/written communication skills, leadership abilities, reliability/dependability, flexibility and ownership/accountability of actions taken.

Facilitates meetings assigned by the IT/Business Program Managers, assist in developing agendas and minutes for client and team meetings.

Assists in market research and requirements analysis, small alternatives analysis via industry and government best practices and develop of Total Cost of Ownership (TCO).
 

Responds to data calls pertaining to IT Systems.
 

Assists with the development of briefings, reports and presentations including gathering information and preparing the PowerPoint deck.

Takes the initiative, provides proactive customer service and bringing recommendations to the team.

Manages multiple tasks and activities at one time, often taking direction from more than one individual person.

Will work with project team/activities to enhance communication, support and collaboration across the support system teams.
 

EDUCATION/EXPERIENCE

Bachelor's degree and a minimum of five (5) years’ relevant experience, or equivalent combination of education/experience.

Excellent research and analytical skills with ability to identify problems, determine accuracy/relevance of information, evaluate alternatives and make recommendations

Skills in briefing managers and in communicating tentative recommendations regarding efficiency in functional operations.

Demonstrated knowledge of basic financial/budgetary principles and reporting methods with ability to evaluate and recommend cost-effective measures.

Ability to work independently in analyzing data and accurately applying business metrics.

Exceptional customer service skills with ability to receive and provide information with clarity, courtesy and tact.

Ability to understand and communicate basic IT and agile concepts.

Excellent written and verbal communications skills with ability to create effective presentations.

Ability to work effectively with others to achieve goals and to serve as a liaison with both internal/external customers

Ability to assess needs, provide assistance, resolve problems and satisfy expectations.

Ability to organize work, set priorities and handle multiple projects.

Skilled proficiency using Microsoft Windows/Office (i.e., Word, Excel, Access, PowerPoint, etc.).

Ability to work independently or in a team environment with flexibility and willingness to pitch in wherever needed.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
