SUMMARY

The Data Analyst III provides support to the Department of Health and Human Services, Indian Health Services (IHS). This position defines and improves the software architecture of IHS applications through industry standard design patterns across the technical stack.  The primary focus of this position is to implement data analysis, data validation, reporting projects and solutions based on Microsoft SharePoint, Dynamics 365 and ServiceNow.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following.  Other duties may be assigned.

Performs data extraction from wireless carrier business portals using standard reports options, and transforms the data and loads into MS SQL database.

Develops and maintains a Microsoft SQL server containing wireless carrier user data.

Prepares and processes bulk updates to user info and mobile service data elements to update wireless carrier portals.

Creates quarterly billing reports for cost recovery from internal IHS customers.

Generates custom reports as requested by the Director.

Uses Adobe ColdFusion for the development of custom internal use web tools.

Develops automated data import and normalization tools to provide mobile services data in a common format regardless of vendor formatting.

Develops dashboards in Qliksense and Microsoft PowerBI applications.

Assists with ServiceNow data table management, workflow design, and interface enhancements.

Assists with SharePoint development and enhancements, as required.

Develops and maintains an IT Service database that will contain cost models and service cost estimates.

Develops and maintains other databases as needed to manage IHS data.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.


EDUCATION / EXPERIENCE

Bachelor's degree in Computer Science, Computer Engineering or a related field of study and a minimum of ten (10) years’ relevant experience; or equivalent combination of education / experience / training. 

CERTIFICATES / LICENSES / REGISTRATION

Ability to obtain a Public Trust Security Clearance

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Working knowledge of SQL / PLSQL and database capability in Oracle or SQL Server environments

Working knowledge of HTML, XML / XSLT, CSS2, DHTML, Qliksense, and Microsoft PowerBI.

Proficient knowledge and understanding of software testing concepts, practices, and procedures

Operational knowledge and understanding of the various phases of Java development with ability to apply to government documentation standards

Experience in developing Oracle database applications using SQL, PL/SQL, perform database logical and physical design

Ability to work independently on modules, large subroutines, or small applications

Excellent general computer skills with proficiency in Microsoft Windows / Office

Solid analytical and problem-solving skills with ability to assess business requirements

Ability to learn and apply new knowledge in a fast-paced environment

Excellent organization skills with ability to manage multiple projects and priorities

Excellent verbal, written and graphics communications skills

Excellent customer service skills and ability to effectively interact with management and staff at all levels within a multi-level organization

Ability to work both independently and in a team environment for the successful achievement of goals and objectives

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professiona1journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Exposed to general office noise with computers printers and light traffic.
