The IT Knowledge Manager provides support to the Defense Health Agency (DHA) at Fort Sam Houston in San Antonio, Texas.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.
Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge/quality of work, supporting financial goals of the company, initiative/motivation, cooperation/relationships, problem analysis/discretion, accomplishing goals through organization, positive oral/written communication skills, leadership abilities, commitment to Affirmative Action, reliability/dependability, flexibility and ownership/accountability of actions taken.
Establishes and maintains a centralized repository for Service Knowledge Management System (SKMS) to house all organization foundational documents including templates, System Engineering Plans (SEPs), documented Configuration Items (CIs), Standard Operating Procedures (SOPs), Memorandum For Record (MFRs) and other such documents.
Utilizes the DHA J6 Report of the Day, or other approved notification vehicles, to promote situational awareness and minimize service disruptions related to change approvals and/or implementation activities, which impact the production environment.
Develops a data management plan that defines data types and processes for publication and dissemination. Ensures that backup and prevention/recovery files are maintained in a versioned controlled repository.
Provides assistance with maintaining/editing SharePoint Portal.
Maintains working relationships across Engineering Solutions Architecture – Business Analytics Division (ESA-BAD), Program Executive Office (PEO) and Infrastructure Operations Division (IOD) in order to provide support as necessary.
Creates document templates to be utilized by PEO and/or IOD/ Purchased Operations Branch (POB) Program/Project Managers and ESA-BAD solution architects and IOD system engineers.
Actively participates in KM process development and improvement initiatives. Documents and maintains internal KM Team framework and procedures.
Creates and updates on an annual basis, or as needed, technical, procedural and agreement documentation, such as SOPs, Memorandums For Record (MFRs), EXSUMs, Operating Level Agreements (OLAs), Memorandums Of Agreement (MOAs), Memorandums Of Understanding (MOUs), information papers, briefings, governance documentation, policies and procedures.
Provides broad-based technical editing and writing skills used to identify and correct grammatical and formatting errors ensuring documents conform to the appropriate template.
Uses DoD guidance in order to establish standardized templates and style guides typically used with the management of information systems.
Utilizes word processing and desktop publishing software applications to produce required technical documentation and process flowcharts.
Efficiently communicates in written and verbal forms with technicians, project managers, leadership and high-level customers to obtain and deliver accurate information in the production of artifacts and documents.
Transforms technical jargon into fluid, organized, cohesive and comprehensible documents.
Confers with technical subject matter experts, leadership and other individuals to produce required technical documentation.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.
Bachelor’s degree in Computer Science or a related field of study and the following number of years of relevant experience for the respective levels (or equivalent combination of education / experience):
MID Level 2: 4-6 years’ of relevant experience
Senior Level 3: 6-8 years’ of relevant experience
Experience working in or with Defense Health Agency or other military medical environment. Experience leading or supporting one or more KM implementation projects. IAT Level III certification IAW DOD 8570.01-M.

IAT-II - one of the following: CCNA Security, CySA+, GICSP, GSEC, Security+ CE, or SSCP
MCSA or MCSE
Excellent oral and written communication skills
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
