SUMMARY

The Jr. Desk Officer focuses on Ukraine, within the Bureau for Europe and Eurasia, Technical Support Office (E&E/TSO). Assists the Director and TSO staff in crafting, refining, and distributing various information products, briefers, summaries, and materials aimed at supporting the Office's initiatives and program activities in response to the Russian re-invasion of Ukraine. Aids in establishing filing systems and policies for sharing information to enhance internal communication on Ukraine-related matters. This position may support the TSO staff in overseeing programs or assistance activities as an activity manager, guided by a Contracting Officer’s Representative (COR) or Agreement Officer’s Representative (AOR).

ESSENTIAL REQUIREMENTS

Must possess and maintain a Secret clearance which requires U.S. Citizenship. 

KEY DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following.  Other duties may be assigned.

Information Product Preparation and Editing

Develops and edits briefing materials, fact sheets, summaries, newsletters, and other documents focusing on Ukraine crisis and other regional priorities for the Office, Bureau, and Agency Leadership.

Ensures documents adhere to the formatting, guidelines, and preferences set by Agency and Bureau leadership.

Regularizes the storage and retention of information products within TSO.

Provides support on administrative issues such as timekeeping and travel arrangements, including occasional support to the E&E Front Office.

Program Oversight

Supports TSO staff in managing and overseeing programs assisting countries in the E&E region affected by Russia’s invasion, requiring initiative, judgment, and knowledge for effective management and monitoring.

Interacts with a broad range of internal and external partners, functioning effectively within a multi-functional team.

Demonstrates initiative and manages competing priorities independently while maintaining strong writing, editing, and team-oriented skills.

Meets tight deadlines and serves as a point of reference for program performance, including serving as primary or alternate Activity Manager for regional activities.

Liaises with USAID and external partners on performance monitoring, evaluation, and oversight to develop collaborative approaches to performance measurement.

Maintains official files, ensures adherence to reporting requirements, and oversees the collection and reporting of results and impact of regional and bilateral awards.

Provides recommendations for new communication approaches on program successes, lessons learned, and impacts for improved performance and dissemination to USAID internal and USG external stakeholders.

Develops a reporting framework for better dissemination of results to stakeholders.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

EDUCATION/EXPERIENCE

Bachelor's degree in accounting, finance or business administration or other related financial field and a minimum five of progressively responsible experience in professional auditing or financially oriented business management.  At least three (3) years of this experience should be with an international organization or the U.S. Government.

JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIES

Proficiency in developing, editing, and managing information products related to crisis response and program initiatives.

Knowledge and experience in managing and overseeing regional activities, with a focus on effective management, monitoring, and evaluation of programs. Ability to support administrative tasks, including timekeeping and travel arrangements, along with regularizing the storage and retention of information products.

Excellent writing, editing, and verbal communication skills, with the ability to liaise effectively with a broad range of internal and external partners.

Capability to provide recommendations for new approaches, develop reporting frameworks, and serve as a point of reference for program performance.

Team-oriented with the ability to work effectively within a multi-functional team, take direction, and interact effectively with other team members.

Computer literacy and proficiency in basic software packages such as Microsoft Office suite and Google Platform are required.

LANGUAGE SKILLS

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Work is primarily performed in an office environment. Regularly required to sit. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.  Exposed to general office noise with computers printers and light traffic.
