The Business Systems Analyst II supports the execution and reporting of the NIH Microsoft Cyber Resiliency Program, including the enterprise deployment of Microsoft Defender for Endpoint (MDE), Microsoft Defender Antivirus (MDAV), and Microsoft Intune. This position plays a key role in requirements gathering, data analysis, dashboard development, and reporting to ensure program transparency, informed decision-making, and timely delivery of contractual obligations.

The ideal candidate has experience supporting large federal IT modernization programs, can translate technical implementation progress into actionable insights, and possesses strong Power BI development skills to support the reporting and compliance deliverables outlined in the SOW .

ESSENTIAL REQUIREMENTS  

  • The ability to obtain, maintain and access classified information at the Public Trust level. 

  • 3+ years of experience as a Business Analyst, Data Analyst, or similar role supporting enterprise IT or cybersecurity programs.

  • Proven Power BI development experience, including data modeling, DAX, and dashboard/report publishing.

  • Strong analytical skills with experience interpreting complex technical data for business audiences.

  • Experience working with Microsoft 365 tools, particularly Microsoft Defender for Endpoint and Intune, is highly preferred.

  • Excellent written and verbal communication skills, including the ability to produce clear, concise reports and presentations.

  • Highly preferred experience supporting federal IT programs (e.g., NIH, HHS, DoD) and familiarity with government reporting standards.

  • Knowledge of Zero Trust Architecture principles, endpoint security baselines, or enterprise device management is preferred.

  • Familiarity with ServiceNow, MECM, or other enterprise management/reporting systems is preferred.

KEY DUTIES AND RESPONSIBILITIES  

Essential Duties and responsibilities include the following.  Other duties may be assigned. 

  • Collaborates with technical teams to define business and reporting requirements aligned to migration, onboarding, and compliance objectives.

  • Collects and analyzes data from Microsoft Defender, Intune, MECM, and other enterprise tools to track key performance indicators (KPIs), including device onboarding rates, AV migration progress, EDR compliance, and policy enforcement effectiveness.

  • Develops, publishes, and maintains Power BI dashboards for leadership and stakeholders to visualize onboarding progress, compliance gaps, and system health.

  • Generates weekly and monthly compliance reports, ensuring accuracy and timely submission as required by the SOW deliverables schedule .

  • Supports working sessions with NIH Institutes and Centers (ICs) to capture business needs, document workflows, and clarify reporting expectations.

  • Translates technical outputs into clear summaries, executive dashboards, and presentations for senior leadership and program managers.

  • Coordinates with program leads to track deliverables, including architecture diagrams, SOPs, compliance reports, and knowledge transfer materials.

  • Supports data quality assurance activities, ensuring data integrity across multiple platforms (Defender portal, Intune, MECM, etc.).

  • Develops and maintains standard operating procedures (SOPs) for data collection, transformation, and dashboard updates.

  • Recommends improvements to data pipelines and reporting workflows to enhance automation and reduce manual effort.

EDUCATION AND EXPERIENCE 

Bachelor's degree in Business, Information Systems, Data Analytics, or related field and a minimum of three (3) years of relevant experience as a Business Analyst, Data Analyst, or similar role supporting enterprise IT or cybersecurity programs , or equivalent combination of education/experience.   

PHYSICAL DEMANDS 

Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.  Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $60K to $75K, with the final offer contingent on location, skillset, and experience.
