Business Analyst CPIC
The Capital Planning and Investment Control (CPIC) Business Analyst leads requirements gathering sessions, translates business requirements into programmatic governance and published procedures, as well as detailed technical system specifications, and serves as the liaison between client stakeholders and the project team. The Business Analyst will work as part of a team of experienced information technology (IT) portfolio management professionals.

ESSENTIAL REQUIREMENTS
Must be able to obtain and maintain the required customer clearance for access to systems, facilities, equipment and property.
Experience with the HHS EPLC is preferred.
Extensive experience in the analysis of business and user needs, documentation of requirements, and translation into proper system and program requirement specifications
Excellent verbal and written communication skills
Advanced proficiency with Microsoft Office applications and Project, Visio, and SharePoint, and competence with video and design software such as Adobe Creative Cloud and Captivate.
Knowledge of federal policies for Capital Planning and Investment Control
Advanced ability in requirements gathering and elaboration
Demonstrated proficiency in eliciting user preferences around specific interface behaviors and related functionality
Ability to be self-motivated and to independently rely on system documentation for learning complex workflows of a customized enterprise change management system
Exceptional analytical, problem-solving and critical thinking skills
Ability to clearly and concisely communicate / explain technical information to a broad range of people with varying levels of technical expertise
Ability to work both independently and in a team environment
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.
Develops presentations, technical documentation, guided user training and demonstrations, webinars, manuals, workflows, and other communications.
Provides support for all aspects of Planview, including training material and user guide.
Translates complex business information into employee-friendly language, facilitating transparent, accurate communication with our internal groups.
Creates a communication plan for the implementation of Planview.
Develops and fully executes new Standard Operating Procedures (SOP’s) for Planview in an orderly and concise manner.
Reviews, develops and edits complex written and graphical technical materials, including system configurations, interface control documents, system workflow diagrams, drawings, white papers, studies, and other materials.
Regularly reviews, edits, and proofs documents. Convert document into standard template formats ready for delivery to the customer.
Interviews Subject Matter Experts and translates complex information into easily understood structured, polished documents
Communicates information between development team(s) and client stakeholder.
Assists with creation, update, and maintenance of security documents such as Privacy Impact Assessment (PIA), System Security Plan (SSP), Business Impact Analysis (BIA), and Information System Contingency Plan (ISCP) for Planview.
Identification and capturing gap analysis on the existing system and Alternative of Analysis for new system.
Evaluation and reporting of the Post Implementation Review on the Planview system once it has been in production for six months.
Development of the Operational Analysis of Planview after the system has been in production for twelve months.
Continuous monitoring of the Planview implementation and production questions, issues, and concerns for developing business and workflow enhancements to Planview.
Effectively communicates detailed technical requirements specifications - both verbally and in writing – to all project team members, client stakeholders, and senior management.
Tracks and updates all project decisions, risks, and action items to ensure the program is on track and within the scope and follows up with the team members and management to make sure these issues are resolved. Tracks level of effort and foresees schedule impact through all project phases (Requirements, Development, and Testing).
Knowledge and understanding of the overall CPIC and TBM business process.
Subject Matter Experts and translate complex information into easily understood structured, polished documents.
Effectively communicates detailed technical requirements specifications – both verbally and in writing – to all project team members, client stakeholders, and senior management.
EDUCATION/EXPERIENCE
Bachelor's degree and a minimum of five (5) years relevant experience, or equivalent combination of education/experience.
PHYSICAL DEMANDS
Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $70K to $95K, with the final offer contingent on location, skillset, and experience.
