VoIP Engineer
The VoIP Engineer supports the Peace Corps in Washington, DC. As part of the Office of the Chief Information Officer (OCIO), this position focuses on the design, implementation, maintenance, and optimization of the Peace Corps global Voice over IP (VoIP) infrastructure. The engineer will be responsible for managing and troubleshooting a Cisco-based Unified Communications system that supports domestic and international operations across more than 60 countries.
This role requires a highly motivated professional who can work independently and collaboratively with cross-functional IT teams, understands secure and scalable voice architectures, and has experience supporting global communications systems in a mission-driven environment.

ESSENTIAL REQUIREMENTS
Must be able to obtain and maintain a security clearance with the Peace Corps.
Cisco certifications (CCNP Collaboration, CCNA Voice, or equivalent).
Experience supporting federal agencies or international field offices.
Familiarity with Microsoft Teams direct routing or Cisco Webex integrations.
Understanding of VoIP security best practices and encryption standards.
Communications environment.
Strong hands-on experience with Cisco CUCM, Unity Connection, and Expressway.
In-depth understanding of SIP, RTP, QoS, H.323, and related VoIP protocols.
Experience working in hybrid voice environments (on-prem and cloud).
Knowledge of global telecommunications challenges, including satellite and high-latency links.
Excellent troubleshooting skills and experience with packet capture tools such as Wireshark.
Strong written and verbal communication skills.
KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.
- Support the overall health of technologies associated with the Enterprise Messaging environment.
- Design, configure, and maintain Cisco Unified Communications systems, including Call Manager, Unity Connection, Expressway, and Jabber.
- Manage and monitor VoIP infrastructure to ensure high availability, quality of service (QoS), and secure communication.
- Troubleshoot voice-related issues across WAN and LAN environments, including codec mismatches, latency, jitter, and SIP errors.
- Collaborate with network engineers to ensure VoIP traffic is prioritized and optimized across all Peace Corps locations.
- Support the rollout and maintenance of IP telephony hardware (Cisco IP Phones, analog gateways, session border controllers, etc.).
- Work with international offices and vendors to support and troubleshoot local PSTN connectivity and international dial plans.
- Assist in developing standard operating procedures (SOPs), documentation, training, and technical guidance for local staff.
- Ensure compliance with Federal IT security and operational standards, including FISMA and NIST 800-53.
- Participate in after-hours support and on-call rotation as needed.
EDUCATION AND EXPERIENCE
Bachelor’s degree in Information Technology, Telecommunications, or related field (or equivalent experience) and a minimum of five (5) years of experience in VoIP engineering, preferably in a Cisco Unified.

Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $140K to $155K, with the final offer contingent on location, skillset, and experience.
