The Multimedia Developer Developer position is responsible for providing expertise in the integration of a variety of heterogeneous public health information systems and databases, sharing and dissemination of public health information, interaction of information security technology and requirements for privacy and confidentiality of public health data.

ESSENTIAL REQUIREMENTS

  • Must be able to obtain and maintain the required customer clearance for access to systems, facilities, equipment and property. 

  • Must possess appropriate level of certifications for this position as required by the contract.  

  • Experience with Writing web-based script in HTML, JQuery, JavaScript, CSS, PHP, Python, or SQL.

  • Experience in developing or modifying mobile applications for use on Android, iOS and Linux operating systems.

  • Experience Learning Management System development, use and support, Blackboard experience preferred.

  • Experience with building and integrating animations, multimedia and 2D/3D models into IMI and gaming software, such as Unity, Unreal, or similar engine using Adobe Creative Suite, 3D Studio Max, Maya, Blender or similar software.

  • Experience scripting animations, scenarios, and games using C#, JavaScript, HTML, or similar programming language.

  • Experience in ensuring Sharable Content Object Reference Model (SCORM) compliance for web-based products.

  • Experience or training in programming for AR/VR/MR development, Web based training scripting, creating/modifying webpage script, Learning Management System scripting, 2D/3D model development, OS programming/experience (iOS/Android/Lunix) programming, and using software for interactive multimedia instruction (IMI).

KEY DUTIES AND RESPONSIBILITIES  

Essential Duties and responsibilities include the following.  Other duties may be assigned. 

 

  • Specializes in the coding and development of Ensemble HL-7 intensive software applications, including thick client, web-based, and mobile applications and text interfaces.  

  •  Analyzes functional business applications and design specifications for functional areas such as finance, accounting, personnel, manpower, logistics, and contracts. Develops block diagrams and logic flow charts. Translates detailed design into computer software.   

  •  Tests, debugs, and refines the computer software to produce the required product. Prepares required documentation, including both program-level and user-level documentation. Enhances software to reduce operating time or improve efficiency. Provides technical direction to programmers to ensure program deadlines are met.   

  •  Maintains customer satisfaction through a combination of meeting performance objectives, frequent communications, and developing the relationship so that collaboration and consultative solutions-oriented approaches are possible. 

  •  Seeks opportunities to expand business. Participates as required in proposal and solution development for additional project opportunities. 

  •  Develops project plans and associated communications documents. Identifies and manages project dependencies and critical path. Tracks project milestones and deliverables. 

  •  Work is highly independent. May assume a team lead role for the work group. A specialist on complex technical and business matters. 

  • Proactively manages changes in project scope, identifies potential crises, and devises contingency plans.  

  • Develops and delivers progress reports such as project metrics and project status.   

  • Estimates the resources and participants needed to achieve project goals. 

  • Ensures the highest quality services in the conduct and delivery of the Primary Project Objectives. 

 

EDUCATION AND EXPERIENCE 

Associates degree in computer science or a related field and a minimum of four (4) years relevant experience, or equivalent combination of education / experience.

 

PHYSICAL DEMANDS 

Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.  Exposed to general office noise with computers printers and light traffic.
