Program Manager
The Program Manager implements, manages and controls all program directives related to the entire lifecycle of multiple projects within the company and/or multiple projects withing a functional area or customer grouping. Responsible for successful project implementation. Ensures the timely accomplishment of all specified requirements and works with senior management to establish program priorities. Operates the program according to established policies/procedures and within stipulated budgetary confinements. Responsible for customer management, subcontractor management, resource management, financial management, contract management and technical management of the work.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.
Responsible for running multiple projects within a given customer base or functional/technical area.
Serves as a focal point and provides program management guidance and expert support for assigned contracts.
Responsible for overall assignment of work, management of personnel, financial budgets, as well as all operations and technical aspects for the successful completion of the contracts/program requirements.
Ensures compliance with all contractual requirements. Serves as primary point-of-contact with government contract staff for reporting project status. Ensures timely response for all communications and deliverables.
May serve as the primary point-of-contact with the government’s contracting officer (CO/KO).
Possesses and exercises general knowledge of all technical and management areas of the contract.
Acts as a technical advisor and implements processes and procedures for effective program management.
Ensures responsiveness and may participate in negotiations of submitted proposals with the Contracting Officer Representative (COR).
Provides expert consulting on project strategy, project management methodologies, and the creation of high-level briefing materials. Organizes, directs, and coordinates the planning and production of all contract-related projects and support activities including those of subcontractors.
Ensures program goals and objectives are set and that all related program responsibilities/projects are assigned, completed on-time, at the highest quality and within budget.
Monitors progress and resolve any identified issues affecting successful project/program completion.
Demonstrates knowledge of contract analysis, contract compliance, document management, quality control, and records management.
Oversees the development of project management tools such as work breakdown structures, project management plans, financial management tools, risk management plans, change management plans and other PM tools to assist in analyzing problems and making recommendations. Makes certain that results are documented and tracked.
Exercises supervisory personnel management responsibilities. Develops program management competencies through training and coaching. Provides guidance to Project Managers (any levels) and possibly project coordinators. Acts as an advisor to program areas regarding projects, deliveries and operations.
Coordinates, delegates and curates partnership with CNI Deputy Project Manager to execute all requirements.
Execute responsibilities for new technical build in a dynamic environment; 100% onsite presence required; remote installation location in the Colorado Springs Area.
Receives executive level guidance, and direct leadership support residing in local area to support all contract deliverbales.
Demonstrates ability to develop and apply comprehensive solutions to client requirements/issues and to work with a wide range of government departments having diverse business needs, interests, expectations and requirements.
Effectively implements “best-in-class” concepts/principles within the areas of planning, scheduling, budgeting and operations for successful achievement of project goals and objectives.
Supports business development efforts related to subject matter expertise.
Proactively seeks opportunities for contract and customer growth.
Works collaboratively with CNI’s Integrated Business Partners (IBPs) to execute tasks in the areas of Human
Resources, Finance and Accounting, Pricing, Contracts Management, Legal and Business Development.
EDUCATION AND EXPERIENCE
Bachelor's degree required and ten 10 years of relevant project management experience or equivalent combination of education/experience. Masters preferred. Project Management Professional (PMP) Certification preferred.
Two to five years (2-5) years of program management experience preferred.
Ten (10) years of government contracting experience preferred.
PHYSICAL DEMANDS
Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects, and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk, and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $125K to $150K, with the final offer contingent on location, skillset, and experience.
