The Financial Analyst III provides advanced financial analysis and planning support in alignment with organizational objectives. This role is responsible for leading key financial and budgeting initiatives, performing complex data modeling, supporting execution activities, and developing cost estimates and strategies to inform executive decision-making. The Financial Analyst III serves as a primary financial liaison, providing fiscal oversight and ensuring compliance with federal regulations, internal policy, and funding requirements. This position requires an in-depth understanding of financial principles, appropriations, and strategic planning.

ESSENTIAL REQUIREMENTS
Must possess and maintain an active Secret security clearance and be eligible for access to classified information at the Secret level. Must be able to obtain and maintain the required customer clearance for access to systems, facilities, equipment, and property.
Must have a strong understanding of federal budgeting and financial regulations, including appropriations law and execution policy.
Must be proficient in Microsoft Excel and financial modeling.
Must be familiar with using Power BI and Power Apps for data analysis, reporting, and workflow automation.
Must have excellent written and verbal communication skills, including the ability to brief senior leadership.
KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.
Leads preparation of detailed budget submissions, funding justifications, and materials for internal, external, and Congressional reviews.
Conducts complex financial and programmatic analyses to assess alignment with strategic goals and performance benchmarks.
Develops and manages spend plans; tracks execution performance and provides variance analysis.
Reconciles invoices, monitors obligations and disbursements, and resolves funding discrepancies in coordination with internal and external stakeholders.
Develops cost models, rough order of magnitude (ROM) estimates, and business case analyses to support planning and financial decision-making.
Coordinates, reviews, and validates financial documentation such as support agreements (e.g., 7600A/B), ensuring accuracy and compliance.
Prepares executive-level briefings, dashboards, and visualizations to communicate financial performance, risks, and trends.
Supports forecasting, scenario modeling, and risk assessments related to financial planning and budgeting.
Collaborates with cross-functional teams, program managers, and leadership to align financial practices with organizational priorities.
Serves as a liaison to oversight bodies, financial offices, and customer organizations, and contributes to the preparation of responses for external reviews or data calls.
Provides guidance and mentorship to junior analysts and team members in financial management best practices.
Supports planning and reporting activities that may include elements of the Planning, Programming, Budgeting, and Execution (PPBE) process, as required.
Monitors industry, economic, and regulatory developments that may affect budget planning, financial strategy, or execution.
Contributes to updates and creation of standard operating procedures (SOPs) and process maps.
EDUCATION AND EXPERIENCE
Bachelor’s degree in finance, accounting, economics, or a related field and a minimum of three (3) years of relevant experience in financial management, budgeting, and execution within a federal environment, or an equivalent combination of education and experience.
PHYSICAL DEMANDS
Work is primarily performed in an office setting. The employee is regularly required to use hands to finger, handle, or feel, and to reach with hands and arms, occasionally above the head. The position requires the ability to speak and hear. The employee is frequently required to stand, walk, stoop, kneel, crouch, or crawl, and occasionally required to sit and climb or balance. The employee must regularly lift and/or move up to twenty-five pounds and occasionally up to fifty pounds. The employee may be exposed to general office and office machinery noise.
