The Project Manager manages, plans and coordinates the full life cycle of a project. This position ensures that all project goals and objectives are accomplished within the prescribed timeframe, budgetary parameters and to the customer’s satisfaction as outlined in the statement of work or performance work statement. The Project Manager provides project team leadership, which may include subcontractors, necessary to meet defined project deliverables and maintains positive working relationships with the customer and key stakeholders. The PM is effective in managing multiple tasks within the scope of work and supporting CNI project operational requirements for reporting and contract management/execution.

ESSENTIAL REQUIREMENTS
Project Management Professional (PMP) Certification preferred.
Must be able to obtain and maintain the required customer clearance for access to systems, facilities, equipment and property.
Must possess appropriate level of certifications for this position as required by the contract.
Understand and implement project management methodologies and best practices. Proficient in utilizing project management software and tools.
KEY DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.
Maintains a solid customer relationship and assures customer satisfaction with the successful execution of the project. Resolves conflicts, complaints, confrontations or disagreements in a constructive manner. Manages project scope, deliverables, cost, profitability, schedule, quality and resources. Meets both on time delivery and budgetary objectives. Oversees the conduct and delivery of the Primary Project Objectives as defined in the contract Statement of Work. Identifies relative quality standards and performance metrics; delivers all products/solutions within the standards. Ensures the highest quality of services are met.
Effectively identifies project risks and is able to develop mitigation strategies. Develops a means to document, monitor and report on risks and their mitigation strategies through to resolution.
Leverages industry best practices for contract delivery and execution.
Develops and maintains project plans and budgets to guide the execution and control of the project. Proactively manages changes in project scope. Identifies potential crises and devises contingency plans. Tracks and reports on project milestones and deliverables. Identifies and manages project dependencies and critical path.
Responsible for understanding contractual agreements and regulatory compliance related to assigned projects.
Ensures that operations are being executed in accordance with CNI policies and processes.
Develops, manages and monitors agreements and activities for subcontracts. This includes development of SOW, execution of contract, review and approval of invoices, execution and monitoring of funding, ensures compliance with prime contracts invoicing and payment terms etc.
Responsible for time collection, invoice approvals, status reporting, supporting employee travel, and completion of contract setup checklists in alignment with CNI processes and procedures
Upon contract award, works with Contract Administrators to determine work breakdown structures, required vendor information, approve billing formats, and assist with workforce setup and maintenance etc.
Ensures staffing levels / skills are appropriate for the project scope and deliverables. Actively participates in the hiring of new and replacement project staff. Provides performance assessments and feedback to employees per CNI process.
Supports employees throughout the project. Ensures they have the resources needed to be successful in their role. Manages time and assignments effectively. Reviews work products. Provides constructive feedback for personal development and growth. Works with HR to resolve any issues with performance in a timely manner. Seeks opportunities for professional development. Helps establish performance goals and monitors progress with individuals.
Collects and disseminates performance information, such as project review data, status reports, progress measurement and forecasting.
Performs close out activities ensuring all project deliverables are completed and accepted, conducts a post-project review to identify and document lessons learned and closes out project resources and documentation in accordance with CNI’s processes and policies.
Keeps stakeholders informed about project progress and status (internal and external stakeholders). Manages stakeholders' expectations and concerns, and facilities effective communication within the project team.
Seeks opportunities to expand business. Participates in proposal and solution development for additional project opportunities.
EDUCATION/EXPERIENCE
Bachelor’s degree in a related field of study with at least five (5) years of project experience with at least two (2) years of experience leading a subtask of a project, including a team of people.
PHYSICAL DEMANDS
Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $145K to $160K, with the final offer contingent on location, skillset, and experience.
