Strategy Planning Analyst V– Healthcare / DOD Secret Clearance

The Strategy Planning Analyst V– Healthcare is vital in defining long-term goals for a healthcare organization by analyzing issues impacting profitability, growth, and productivity. This role manages external communications with industry analysts and investors to accurately convey the organization's strategic direction. Additionally, the analyst supports the Defense Health Agency DoD/VA Support Office by providing monthly analytical insights using quantitative and qualitative methods to enhance decision-making. This includes developing and implementing methods to monitor, evaluate, and report progress toward organizational goals. This position is onsite in the Falls Church, VA area.

ESSENTIAL REQUIREMENTS

  • Secret Clearance is required.

  • The ability to obtain, maintain and access classified information at the Secret level. 

  • Subject Matter Expert on DoD/VA military health operations and policies.

  • Experience managing enterprise-level or cross-agency initiatives with strategic impact.

  • Familiar with federal interagency coordination, policy development, and the PPBE process.

  • Proven ability to advise senior leaders with data-driven, context-sensitive recommendations.

  • Skilled in developing and implementing enterprise-level strategies and performance improvements.

  • Capable of identifying systemic inefficiencies and proposing scalable operational improvements.

  • Strong project and portfolio management skills, aligning projects with agency goals.

  • Expertise in coordinating across organizational boundaries for strategic cohesion.

  • Experience in stakeholder engagement within DoD/VA networks, maintaining trust and momentum.

  • Proficient at managing sensitive communications and navigating bureaucratic environments.

  • Ability to synthesize input and guide leadership consensus.

  • Strong knowledge of Military Health System and Defense Health Agency operations.

  • Up-to-date understanding of DoD/VA interoperability, strategies, and joint initiatives.

  • Informed on federal healthcare transformation and policy impacts.

  • Excellent written and verbal communication skills for executive briefings and strategic memos.

  • Facilitate meetings and lead cross-functional working groups effectively.

  • Politically astute, handling confidential matters with discretion.

  • Proficient in Microsoft Office Suite and familiarity with collaboration platforms like SharePoint and MS teams.

  • Understanding of DHA business processes and reporting systems.

KEY DUTIES AND RESPONSIBILITIES

Essential Duties and responsibilities include the following. Other duties may be assigned. 

  • Leads strategic vision and planning at a senior level, ensuring the organization adapts efficiently to the dynamic healthcare environment.

  • Manages high-profile projects with direct impact on core operations, including enterprise and agency priorities. Ensure coordination across departments, divisions, and offices as needed.

  • Identifies and capitalizes on industry opportunities and challenges to maintain a competitive advantage, collaborating with executive leadership to improve services and operations.

  • Represents the organization in high-level strategic discussions with industry analysts, external partners, and network stakeholders. Ensure continued coordination with DHA, network directors, and executive leaders, fielding requests and communications appropriately.

  • Develops and oversees enterprise-wide strategic initiatives to ensure success, adhering to DHA business processes.

  • Serves as a strategic advisor and senior aide to executive decision-makers, recommending strategic alternatives and operational plans.

  • Maintains currency of knowledge with respect to MHS, DHA, and DoD/VA strategies, directions, plans, systems, and technologies.

EDUCATION AND EXPERIENCE

Master’s Degree in Public Policy, Health Administration, Business, Strategic Studies, or a related field strongly preferred and eight to ten (8-10+) years of experience in executive-level strategic advisory roles, preferably within the MHS, Defense Health Agency, DoD, or VA environments. 

PHYSICAL DEMANDS

Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.  Exposed to general office noise with computers printers and light traffic.
