SUMMARY
The Business Analyst reviews, analyzes and evaluates a complex variety of financial management and administrative activities related to budgeting, manpower, resource planning and financial reporting. Develops positive customer relationships with key stakeholders as well as ensure that project deliverables provide complete customer satisfaction.
Must be able to obtain and maintain the required customer clearance for access to systems, facilities, equipment and property.

KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.
Translates Federal and Departmental policies, standards, and guidelines, and industry best practices, into enterprise-level PMO- and CPIC-related policies and governance.
Improves and maintains internal processes and process integration in the areas of CPIC, portfolio management, and budget formulation and execution, project management, and operations and communications. Develops program-level business processes, standard operating procedures, and guidelines in alignment with client requirements and established policy and mandates and conducts gap analyses with project roadmaps to achieve desired states.
Develops, proofreads, edits, and/or maintains program documentation, including but not limited to process documents, workflows, concepts of operation, user guides, job aids, templates, and presentations. Ensures documentation is delivered with professional publication standards, including proper grammar, spelling, formatting, structure, and in adherence to preferred style guides.
Develops and delivers user training modules in various media, including live presentations, web-based videos, slide decks, and application demos using screen recording software.
Conducts gap analysis on the existing EPMT application and Alternative Analysis for the new Project Management application.
Designs process workflows for the EPMT modernization Project.
Provides advanced project management oversight, including project planning, requirements gathering, task and schedule buildout, scope and milestone management, change control, and stakeholder and communications management, in alignment with industry project management methodologies, including Agile, and the HHS EPLC.
Creates project management documentation, including Project Management Plan (PMP), System Requirements Documentation (SRS), Test Plan, Requirements Traceability Matrix (RTM), Configuration Plan, Change Management Plan, Operations & Maintenance Plan, and Test Report and provides quality assurance for project deliverables.
Formulates and defines systems scope and objectives through research and fact-finding combined with an understanding of applicable business systems and industry requirements.
Performs highest technical level of most phases of systems analysis, including testing, while considering the business implications of the application of technology to the current and future business environment.
Develops user interface designs, screenshots, walkthroughs, workflows, uniformly structured use cases and supplementary specifications. Provides expertise and support for documented requirements traceability.
Conducts and facilitates recurring program and project status updates that encompass release schedules, accomplishments, future tasks, other reporting metrics, and action items.
Tracks and updates all project decisions, risks, and action items to ensure the program is on track and within the scope and follows up with the team members and management to make sure these issues are resolved. Tracks level of effort and foresees schedule impact through all project phases (Requirements, Development, and Testing).
Assists with creation, update, and maintenance of security documents such as Privacy Impact Assessment (PIA), System Security Plan (SSP), Business Impact Analysis (BIA), and Information System Contingency Plan (ISCP).
Effectively communicates detailed technical requirements specifications – both verbally and in writing – to all project team members, client stakeholders, and senior management.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION AND EXPERIENCE
Bachelor's degree and a minimum of five (5) years relevant experience, or equivalent combination of education / experience. Experience with the HHS EPLC is preferred.
PHYSICAL DEMANDS
Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.
