The Acquisition Analyst V performs market research and assisting in the preparation and review of acquisition-related documents such as market research reports and Statements of Work (SOW) in support of Agile Performance Execution (APEX) Support Services. This position provides expertise in contracting fundamentals, legal considerations, contract pricing, and source selection planning, and play a key role in coordinating contract documentation and making strategic recommendations. This position supports integration efforts with other contracting personnel to identify and mitigate risks and participates in Integrated Product Teams (IPTs) to collect feedback and revisions. This position maintains detailed change records and version control of all contract documents and provides guidance on pre-award and post-award procedures. Additionally, this position acts as the focal point for customer requirements against contract vehicles, ensuring acquisition packages align with the strategic objectives to support the Army’s network modernization and multi-domain operations goals. This position is 100% on-site in the Ft. Belvoir area.

ESSENTIAL REQUIREMENTS
Secret Clearance is required and must be maintained for employment.
Previous Army experience is a plus.
Ability to define comprehensive, new, or unique approaches that enable rigorous assessments to address and contribute to high-level tasks.
Demonstrates in-depth analysis of analytic operations and knowledge management issues across organizational and intra-IC boundaries and clearly articulates key findings.
Ability to work independently and with minimal oversight.
KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.
Leads market research and assists with preparation and review of ARP documents, e.g. market research report, PWS/Statement of Work (SOW), Service Contract Approval Request documentation.
Provides expertise in contracting fundamentals, legal considerations, overhead management, contract pricing and source selection planning, tracking and execution.
Supports integration efforts with other contracting personnel to identify and mitigate risks.
Directs the coordination and prepares all contract-related documents, review the contract language for relevancy and appropriateness, make recommendations on contracting strategies.
Participates in IPTs or other mechanisms for collecting comments and revisions.
Maintains detailed change records.
Manages version control and master library of documents including signed approved documents.
Possesses knowledge of pre-award and post-award procedures to plan and conduct the contracting process from the description of the requirements through contract delivery. and
Provides support in the areas of contract monitoring, tracking suspense time frames, current contracting processes and procedures, recommend improvements, develop briefings, research and provide contract policy guidance and regulations.
Acts as focal point of contact for the receipt of customer requirements being placed against IEN RA contract vehicles ensuring acquisition packages are complete and are within scope.
EDUCATION AND EXPERIENCE
Bachelor's degree, Master’s preferred, and a minimum of ten (10) years relevant experience, or equivalent combination of education/experience.
PHYSICAL DEMANDS
Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.
