The Management Analyst III collects, reviews, and analyzes information to make recommendations to the Government, defines the nature and extent of problems, and analyzes relevant data, which may include annual revenues, employment, cost performance, schedule, or expenditures. Interviews managers and employees while observing their operations and develops solutions to problems, while preparing recommendations, and understanding the nature of the organization, the relationship it has with others in the Government, and its internal organization and culture. Technical requirements are applicable across multiple United States Space Command (USSC) and USSC Component Command Locations in the Colorado Springs area.

The purpose of this task is to provide Command, Control, Communications, Computers, and Intelligence (C4I)/Information Technology (IT) electronic systems equipment, infrastructure, engineering, design, installation, and Supply and Warehouse support to Naval Information Warfare Center Pacific (NIWC Pacific) during design, installation, configuration, and transition to operations of the IT infrastructure for multiple facilities throughout the period of performance. Services required include design, installation, termination, test, and documentation of desktop devices, peripherals, IT cable plant, rack, power distribution units (PDU) and incident to the installation of C4I/IT electronic systems, installation of C4I/IT electronic systems equipment as assigned and in accordance with government installation design plans (IDP), the NIWC Pacific Shore Installation Process Handbook (SIPH) and project sponsor processes and associated logistical support.

ESSENTIAL REQUIREMENTS

  • Must possess and maintain a TS/SCI Clearance which requires US Citizenship.

  • Advanced knowledge and understanding of general business and management principles with ability to implement proven business and operations practices/strategies.

  • Advanced analytical and qualitative research skills with ability to perform research related to operational and information technology issues.

  • Ability to identify and resolve complex problems, determine accuracy/relevance of information, evaluate alternatives and make recommendations.

  • Ability to gather business and user requirements and translate requirements into technical specifications.

  • Skilled proficiency using Microsoft Office (i.e., Word, Excel, PowerPoint, Outlook, etc.).

  • Exceptional customer service skills with ability to build professional working relationships.

  • Ability to effectively interact with management and staff at all levels within a multi-level organization.

  • Excellent written and verbal communication skills with ability to communicate constructive status updates and recommendations concerning projects and to explain technical information in a non-technical manner.

  • Ability to make effective recommendations in document management processes, principles and best practices.

  • Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals.

  • Ability to work from a project plan as well as to assess needs, provide assistance, resolve problems and satisfy expectations.

  • Solid organizational skills relevant to carrying out day-to-day responsibilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

  • Identifies appropriate funding information for payment of invoices and forward to approving official.

  • Analyzes information for consistency, accuracy, and completeness.

  • Reconciles all obligations and payments with the official accounting system to ensure appropriate charges and obligation of funds are recorded.

  • Works with the accounting office to correct discrepancies in financial reporting in the official accounting system.

  • Maintains financial spreadsheets to track obligations, costs, and balances by customer.

  • Assists with developing data collection procedures and recommend analysis methodologies for determining program requirements.

  • Communicates key information resulting from special studies, projects, and other department initiatives through correspondence and/or reports.

  • Utilizes analytical and problem-solving skills to assess business requirements.

  • Collaborates with others for the timely achievement of designated goals and accomplishments.

  • Interacts with management and staff at all levels within a multi-level organization.

  • Proactively identifies problems and effectively respond.

  • Prepares and solves mathematical models and reports findings and recommendations to the Government; these reports may be written or oral.

  • Researches and responds to customer inquiries related to funding, costs, and un-costed balances.

  • Combines all the program and department budgets together into a consolidated organizational budget and review all funding requests for merit.

  • Utilizes related financial management systems and controls.

  • Drafts, formats and reviews narrative and financial justifications in support of budget proposals.

  • Reviews budget submissions for compliance with regulations, procedures and agency guidance. 

  • Responds to all data calls in accordance with published deadlines. 

  • Runs budget reports and analyzes budget status.  May perform monthly, quarterly and annual account reconciliation. 

  • Provides financial data to management.

EDUCATION/EXPERIENCE

Bachelor’s degree in Business Management, Accounting and or Finance or a related technical field of study. A minimum of ten (10) years or more of relevant experience in engineering/science management, operations research analysis or financial/cost analysis; significant experience in U.S. Navy programs or operations a benefit.

PHYSICAL DEMANDS

Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $97.6K to $120K, with the final offer contingent on location, skillset, and experience.
