Senior Project Manager

The Senior Project Manager is creating an organizational standard for managing an organization’s projects to ensure that a set standard for project management is communicated, understood, and employed. To ensure to implement of the best practices to support senior management in making more informed and timely decisions on IT projects and create a process that encourages collaboration, standardization, and overall improvement in project results across the Indian Health Service. The Project Manager utilizes subject matter expertise to analyze and evaluate business functions, systems, and processes in order to determine the most effective business applications that meet the needs of Indian Health Services objectives.

Must be able to obtain an IHS Public Trust Clearance for access to facilities, equipment and property.

ESSENTIAL REQUIREMENTS

  • Must be able to obtain an IHS Public Trust Clearance for access to facilities, equipment and property. 

  • Two or more certifications in PMP is preferred.

  • Bachelor’s degree in Computer Science, MIS or a related field of study and a minimum of ten (10) years IT experience.

  • Experience with government contracting and procurement preferred.

  • Ability to plan and oversee projects through the use of project management software tools and methodologies, including MS Project, and MS Project Server.

  • Ability to effectively manage a geographically dispersed multifaceted team.

  • Effectively prioritize and manage projects in a fast-paced environment.

  • Maintain excellent working relationship with government customers.

  • Must have excellent interpersonal skills.

  • Experience managing Federal government projects and operations in a consulting environment.

  • Experience with different strategies to successfully implement IT capabilities.

  • Experience designing and documenting technical solutions.

  • Fluency in both technical issues and business processes, such as procurement, finance, and budget.

  • Ability to perform many different roles, both at a detailed level and from a higher-level perspective.

  • Ability to schedule, plan and lead meetings.

  • Exceptional organization skills with ability to effectively manage multiple projects and priorities.

  • Excellent verbal and written communication skills with solid presentation skills.

  • Ability to clearly and concisely communicate / explain technical information to a broad range of people with varying levels of technical expertise.

  • Excellent customer service skills.

  • Exceptional analytical, problem-solving and critical thinking skills.

  • Knowledgeable in the analysis of business and user needs, documentation of requirements, and translation into proper system requirement specifications.

  • Advanced ability in requirements gathering and elaboration, business process improvement and emerging technologies.

  • Extremely detail-oriented with ability to quickly grasp business needs and issues.

  • Ability to mentor and instruct others.

  • Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals.

KEY DUTIES AND RESPONSIBILITIES

Essential Duties and responsibilities include the following. Other duties may be assigned. 

  • To standardize PM processes across IHS, create and maintain a project management methodology based on the HHS Enterprise Performance Management Lifecycle (EPLC) Framework.

  • Leads and manage large-scale, enterprise-level projects from initiation through to closure, ensuring adherence to budget, scope, timeline, and quality standards.

  • Expands the use of an enterprise-wide project management tool, such as Planview, by establishing a PM tool support program, training, and project management implementation plans

  • Increases Project Management knowledge throughout IHS to ensure project management maturation at all IT levels through collaborative efforts with DAP and FAC P/PM training.

  • Leads and mentors a team of project managers and coordinators, providing guidance and support to meet project goals.

  • Supports the development of best practices and standards for project management within the EPMO to improve overall project delivery success.

  • Supports the CPIC Program’s streamlined process for IT Governance approvals by utilizing project management documentation from similar projects.

  • Ensures alignment of projects with the organization’s strategic priorities and identify opportunities for continuous improvement in project management processes and tools

  • Coordinates with other departments to ensure adequate resource utilization and to manage dependencies between projects.

  • Creates and maintains Project Management Plans – including Work Breakdown Structures (WBSs), Project Charters, Change Management, Risk Management, and Communication plans.

  • Interfaces with internal project teams, management, customers, and subcontractors. Maintains timely communications and develops a collaborative rapport with solutions-oriented approaches.

  • Communicates IT project plans, objectives, timelines, schedules, job assignments and responsibilities.

  • Develops detailed project plan, resource allocation, and schedules, and track progress against milestones and key performance indicators (KPIs)

EDUCATION AND EXPERIENCE

Bachelor’s degree in Computer Science, MIS or a related field of study and a minimum of ten (10) years IT experience. Experience with government contracting and procurement preferred.

The estimated pay range for this role is $100K to $140K, with the final offer contingent on location, skillset, and experience.
