SUMMARY

The Security Specialist ensures the safety and security of the DOE while facilitating the timely sharing of security information across departments. Candidates must hold a TS or Q Clearance (U.S. Citizenship required) and have quality management experience in information systems and applications. Familiarity with the Headquarters Facilities Master Security Plan (HQFMSP) is essential. The full time role offers a flexible schedule of 1-2 days onsite in Germantown, MD or Washington, DC.

Must be able to obtain and maintain the required customer clearance for access to systems, facilities, equipment and property.

ESSENTIAL REQUIREMENTS

Must have a TS or Q Clearance which requires U.S. Citizenship. 

Must have quality management experience related to information systems and applications.  

Must be familiar with the Headquarters Facilities Master Security Plan (HQFMSP). 

Bachelor’s degree in Information Systems, Criminal Justice or a related field of study and a minimum of five (5) years relevant experience, or equivalent combination of education/experience.    

KEY DUTIES AND RESPONSIBILITIES

Essential Duties and responsibilities include the followingOther duties may be assigned. 

 

Assists the HSO with maintenance of the OCIO Appendix in accordance with the Headquarters Facilities Master Security Plan (HQFMSP) (i.e., to include formal appointment dates of HSO, alternate HSOs, and representatives) 

 

May work with the Classified Information Systems Security Officer (ISSO) and alternate(s); Operations Security (OPSEC) working group member (if CIO member); classification representative(s); Technical Surveillance Countermeasures Officer (TSCMO); control station personnel; and Security Awareness POC as required. 

 

Assists with inventory and control of security facilities and equipment (i.e., location and identification, of all Limited/Vault type rooms, containers, copiers, computers, VTC systems or other secured telecommunications equipment, facsimiles, and shredders). 

 

Assists with ensuring compliance with all security directives and the HQFMSP. 

 

Assists in ensuring that all Federal and Contractor employees receive the required CMPC training and maintain the training records. 

 

Assists in maintaining a current authorized classifiers and de-classifiers listing in the OCIO appendix to the HQFMSP. 

 

Assists with the preparation of requests for deviations to security directives and the HQFMSP and obtaining the approval of the CIO prior to submission to the Office of HQ Security Operations. 

 

Assists with the implementation of security-related procedures to include: the control and management of CIO Limited or Vault Type Rooms; Access authorizations, and registration in SSIMS prior to submission to Office of Personnel Security; control and handling of classified material; reviews classified visits, foreign visits and assignments and foreign travel requests; investigation, track and report Federal and Contractor staff security infractions; ensures escorts are trained and performing properly; tracks Federal compliance with security training (Annual Security Refresher Briefing); attend all Headquarters security-related meetings as identified by TM. 

 

Assists with IN and OUT processing of Federal staff. 

 

Assists with paperwork necessary for passing Federal or Contractor clearance information to attend classified discussions or meetings outside of DOE or for other agency/Contractors’ employees holding clearances to be passed to DOE to allow their attendance at classified discussions and meetings being sponsored by OCIO or other HQ element. This also pertains to site visits. 

 

Assists with FACTS data entry for Foreign National Unclassified Visits and assignments. 

 

Assists with overseeing key and lock management, including fabrication, issuance, return, and (if using Level III security keys) destruction. 

 

Assists with OCIO EMDC personnel to ensure that express packages are picked up and opened to determine contents are classified, and if so, ensure immediate delivery to Classified Document Control Station. 

 

Assists in establishing and maintaining a working relationship with HQ Security, Alternate HSOs, and program personnel. 

 

Assists with acquiring the appropriate security badges and access authorizations for the OCIO Federal staff and other government agency and Intergovernmental Personnel Act employees. (Note: Contractor staff is handled by IM-13 Alternate HSO/CORs and Representative). 

 

Assists in initiating applicants for security clearances and security badges by administering the electronic questionnaire and providing follow-up. 

 

Assists with the collection of information and forms for initiating all Federal staff in the USAccess system to obtain a HSPD-12 badge. 

 

Assists in reviewing clearance related forms completed by Federal employee for completeness prior to submission to EHSS (Office of Environment, Health, Safety and Security). 

 

Assists with out-processing of Federal employees (badge turn in, account terminations, debriefing if needed). 

 

Assists with collecting badges, etc. from any Federal employee unable to turn it in when leaving (i.e., illness, death, or other circumstance). 

 

Assists Contractor Facility Security Officers with the establishment of secure areas within the company’s corporate office. Assist with the preparation of a facility security plan and coordinate an initial visit by the HQ Security Team. 

 

Assists with the completion of a Self-Assessment between the periodic surveys to include a review of all applicable S&S program elements. 

 

Attends all HQ security-related meetings including the quarterly HSO meeting OPSEC, and Facility Security Committee monthly meetings. 

 

Assists in monitoring a shared .gov mailbox. Replies to any inquiries.

Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.  Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $87K to $97K, with the final offer contingent on location, skillset, and experience.
