The Training Subject Matter Expert (SME) develops and presents training coursework and materials to address specific learning objectives for related initiatives in support of the National Guard Bureau (NGB) Joint Training Requirements Specialist (JTRS) program. This position works with staff to design, develop, revise and implement appropriate training coursework.

This position travels to surrounding states to support joint training requirements (50% travel).


Essential duties and responsibilities include the following. Other duties may be assigned.

Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge/quality of work, supporting financial goals of the company, initiative/motivation, cooperation/relationships, problem analysis/discretion, accomplishing goals through organization, positive oral/written communication skills, leadership abilities, commitment to Affirmative Action, reliability/dependability, flexibility and ownership/accountability of actions taken.

Designs, develops and delivers training programs.

Identifies future training needs and continually provides guidance to staff.

Collaborates with all areas and responsible parties related to the assigned project life cycle to ensure effective project planning, tracking and overall success (including management, development, systems, testing, training and other related areas).

Prepares student course guides and course materials, other work requirements, reference guides and conducts the training program.

Ensures that personnel complete required course work and mandatory training and maintains records of training completion for all personnel.

Provides new hire training and continuing education to improve quality and efficiency.

Coordinates training programs / schedules for a variety of timelines and personnel.

Supports training objectives using related subject matter and media.

Accurately submits all training reports as required, in a timely manner.

Acts as a subject matter expert in the technical field of instruction.

Performs administrative activities, including compiling, storing and retrieving data for reports.

Teaches and reinforces problem solving techniques and analytical thinking, as well as trains and reinforces ways to solve difficult problems.

Completes the NGB iWATCH and OPSEC Training within 30 days. Completes annual Threat Awareness and Reporting Program (TARP).

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.


Bachelor's degree and a minimum of 10 years’ relevant experience, or equivalent combination of education / experience.


This position requires possession of or the ability to obtain and maintain a security clearance


Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.


Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.


Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.
