The Software Test Manager leads the software quality activities in support of custom software development projects with a proactive goal to deliver quality software. This position coordinates and actively participates in the analysis, development and implementation of custom configurations and procedures for the Centers for Medicare & Medicaid Services (CMS) Electronic Change Information Management Portal (ECHIMP). The Software Test Manager will work closely with developers, project managers, network engineers and other stakeholders throughout the Software Development Life Cycle (SDLC), executing test iterations, tracking / reporting results, troubleshooting and coordinating defect resolution. The individual should have a strong understanding of SDLC processes and the QA lifecycle and methodology.


Essential duties and responsibilities include the following. Other duties may be assigned.

Demonstrates working knowledge of database relationships and SQL query joins.

Demonstrates intimate knowledge of SDLC processes. Have experience with JIRA or other bug tracking software.

Interacts with product management and development teams to develop a strong understanding of the project and testing objectives.

Designs and creates test conditions and scripts to address business and technical use cases.

Uses existing tools and techniques to execute test cases and build/script new tools for performing testing/validation function.

Develops and leads the automation strategy and generates scripts to perform automated testing cycles using Selenium.

Executes and analyses automation test results.

Participates in troubleshooting and triaging of issues with different teams to drive towards root cause identification and resolution.

Documents, tracks and escalates issues as appropriate, using Quality Center or similar tools/means.

Develops, publishes and implements test plans. Writes, maintains and executes functional/regression testscripts using automation tools. 

Plans, scripts and debugs scripting issues in Selenium and is an expert in Java development frameworks.

Ensures proper version control and configuration management of all test objects developed and test environments used.

Develops quality assurance standards; defines and tracks quality assurance. Organizes and maintains controlled test data. Maintains technical artifacts and can engages in technical discussions. 

Participates in reviews of application workflows and can identify and recommend improvement opportunities. 

Supports production deployment of applications and performs “validation testing” during the off-hours maintenance windows

Preferred candidate has demonstrable experience in the Federal environment. Previous experience working on Agile projects is desired.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.


Bachelor’s degree in Computer Science, Business Management, or related field; or equivalent combination of education / experience. Minimum of seven (7) years’ software development experience. Exposure and experience in working on EPLC Project is preferred.


Driver’s License

Must be able to obtain a Public Trust Clearance


Relevant work experience in development or testing role

Experience with build automation technologies like Maven, Jenkins, etc.

Experience with relational databases like Oracle and SQL Server

Experience with Oracle Weblogic Servers and IBQ MQ Series

Experience with modern programming languages like Java, Python, etc.

Experience with building APIs and services using REST, SOAP, etc.

Experience with working with Selenium software test automation tools

Experience with Jira and Confluence

Must demonstrate an understanding of IP networking, protocols such as HTTP and HTTPS, etc.


Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume.


Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.


Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
