The Project Manager - HHS PSC provides support to the Department of Health and Human Service Program Support Center (PSC) for Project Management Services. This position provides overall Project Management support to various space and/or construction projects for PSC and its customers.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Provides daily project management services in support of the PSC mission.
Manages assigned projects and begins projects by conducting client meetings to assess their needs and discuss project funding options.
Maintains regular communications with all clients and stakeholders to advise project status and mitigate any risks.
Provides regular reporting via tools provided by PSC.
Escalates concerns to project goals, timelines, etc. to PSC lead in a timely manner.
Provides impacts and solution options to help the customer.
Assists with managing all elements of the project to ensure timely delivery, including any vendors identified at the project onset.
Develops and maintains an integrated project plan. Manages the schedule including resource needs, dependencies, milestone and start/end dates.
Develops budgets in support of projects and updates as needed.
Addresses customer concerns promptly and professionally.
Ensures project files are developed, maintained and stored in a shared means accessible by authorized stakeholders. Ensures all projects are appropriately closed out.
Maintains a solid customer relationship, and assures customer satisfaction with the successful execution of the project(s). Interfaces with internal project teams, management, customers and suppliers. Maintains timely communications, and develops collaborative rapports with solutions-oriented approaches.
Manages project scope, deliverables, cost, profitability, schedule, quality and resources. Meets both on time delivery and budgetary objectives.
Performs overall project management and reporting functions related to multiple activities being performed across multiple task areas.
Implements industry best practices, project management tools and methodologies.
When appropriate, ensures staffing levels / skills are appropriate for the project scope and deliverables. Actively participates in the hiring of new and replacement project staff. Provides performance assessments and feedback to employees.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION / EXPERIENCE
Bachelor’s degree in a related field of study. Must meet minimum years of experience requirement as specified below or have equivalent combination of education / experience. Experience with construction/buildout of office space in Federal Government facilities strongly desired.
Project Manager 1: Required degree and minimum of 5 years’ relevant experience
Project Manager 2: Required degree and minimum of 10 years’ relevant experience
Project Manager 3: Required degree and minimum of 15 years’ relevant experience
Project Manager 4: Required degree and minimum of 20 years’ relevant experience
CERTIFICATES / LICENSES / REGISTRATION
Project Management Professional (PMP) preferred.

Operational knowledge and understanding of federal contracting processes
Ability to plan and oversee projects with project management software tools and methodologies
Ability to provide complete Earned Value Management (EVM) reporting to the client / company
Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals
Excellent supervisory and management skills with ability to resolve conflicts, grievances, confrontations or disagreements in a constructive manner
Exceptional organization skills with ability to effectively manage multiple projects and priorities
Excellent verbal and written communication skills with solid presentation skills and ability to write federal contract proposals
Exceptional customer service and relationship-building skills
Ability to schedule, plan and lead meetings.
Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
