The Program Manager supports the U.S. Citizenship and Immigration Services National Records Center (NRC) and File Storage Facility (FSF), Records Operations Support Services (ROSS), ASRC Field Services.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Oversees the entire team and serves as the first Point Of Contact for all communications, work and technical direction, or other contract service performance issues.
Responsible for collaborating, communicating and providing oversight of operations and staff. Works with site leadership to set and enforce daily program objectives. Manages customer satisfaction and maintains contractual accountability.
Responsible for committing all resources needed to perform and monitor performance and corrective actions. Authorizes contract expenditures, approves financial reports/invoices, delivers reporting requirements, drives effective business and workforce management planning and forecasting accuracy.
Responsible for developing, implementing, and actively managing budget/schedule performance and long-term workload forecasts integrated with financials. Employs proactive approach in identifying and recommending new approaches to improve quality, cost and process inefficiencies
Responsible for providing analytical skills to develop complex statistical analysis, cost estimates and analytical reports. Conducts research for special projects and/or to respond timely to Government inquiries. Presents oral briefings to management officials, prepares SOPs and revisions.
Responsible for proactively informing the Government of significant issues, and is able to respond and take corrective action when necessary. Maintains excellent interpersonal communication and organizing skills to coordinate project activities.
Responsible for aiding in own self-development by being available and receptive to any training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
Bachelor's Degree in related discipline, Program Management, Business or Public Administration, technical management, Information Systems, Engineering, Finance/Accounting, or related fields. Experience may be considered equivalent if experience demonstrated increased depth and breadth of responsibility. A minimum of (5) years’ of recent (over the last 7 years) overall program/project management experience supporting a program of at least 100 employees. Experience in federal government contracting preferred. Management of projects and/or contracts in excess of $30 million annually or supervision of 200 people or more preferred.
CERTIFICATES / LICENSES / REGISTRATION
This position requires possession of or the ability to obtain and maintain a security clearance
Project Management Professional (PMP) certified by the Project Management Institute (PMI) may be used in lieu of the educational requirements
Six Sigma Black Belt certification is required
