The Business Process Consultant supports the US Department of Housing and Urban Development. This position is an expert in business process management with the ability to help organizations fundamentally retool how they do their work in order to dramatically improve customer service and cut operational costs through business strategy methodologies.


Essential duties and responsibilities include the following. Other duties may be assigned.

Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge / quality of work, supporting financial goals of the company, initiative / motivation, cooperation / relationships, problem analysis / discretion, accomplishing goals through organization, positive oral / written communication skills, leadership abilities, commitment to Affirmative Action, reliability / dependability, flexibility and ownership / accountability of actions taken.

Performs Business Process Re-engineering (BPR) analysis considering cross-functional and intra/inter-department process flow.

Provides an executive summary to address the performed analysis, possible strategies to address risk and a risk mitigation plan.

Performs an As-Is / To-Be Gap Analysis to identify differences between business process flows as they are now and what they will be in the future.

Based on the analysis, makes comprehensive recommendations covering all aspects of implementing the new processes.

Develops recommendations for staffing, training, automation, business rules, management directives, process improvement metrics, monitoring systems, transparency, record keeping, data flow, or other business process areas as required.

Identifies and communicates the need for change.

Supports OCIO leadership to establish Key Performance Indicators.

Develops communications training materials to support stakeholder engagement and rollout procedures.

Researches and analyzes core business processes to identify gaps and recommend improvement areas for the organization’s performance and efficiency.

Oversees change management and collection of requirements for project initiatives, utilizing a knowledge and understanding of process mapping, data collection, data analysis, procedure writing and documentation.

Develops and manages detailed project plans and revises the plans to meet changing needs and requirements.

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.


Master’s degree in Business Administration or a related technical or scientific discipline and a minimum of seven (7) years’ relevant experience (or an equivalent combination of education and experience). Experience in managing two or more large programs or concurrent management of multiple complex projects. Experience developing project plans, white papers, proposals and formal presentations.


Driver’s License


Demonstrated competency in working with Department of US Housing and Urban Development (HUD) with diverse business needs, interests, expectations and requirements

Knowledgeable in the analysis of business and user needs, documentation of requirements, and translation into proper system requirement specifications

Operational knowledge and understanding of a software development environment

Skilled proficiency using Microsoft Office Suite (i.e., Word, Excel, Outlook, etc.)

Uses analytical and problem solving skills as well as excellent diagramming and communication skills

Advanced ability in requirements gathering and elaboration

Demonstrated proficiency in eliciting user preferences around specific interface behaviors and related functionality

Ability to be self-motivated and to rely independently on system documentation for learning complex workflows of a customized enterprise change management system

Exceptional analytical, problem-solving and critical thinking skills

Excellent verbal and written communication skills

Ability to clearly and concisely communicate / explain technical information to a broad range of people with varying levels of technical expertise

Ability to work both independently and in a team environment


Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.


Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.


Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
