Electrical Estimator - Superintendent
The Electrical Estimator / Superintendent identifies and analyzes cost factors for Picatinny Arsenal building projects and oversees the preparation of estimates, detailed scopes of work and line item proposals for presentation to the federal government. This position also provides supervision over assigned projects and promotes high standards of workmanship performed by subcontractors. The Electrical Estimator / Superintendent is responsible for managing and producing comprehensive electrical estimates while ensuring the timely and quality completion of all assigned projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Analyzes quote requests and leads the preparation of cost estimates, performance work statements and specifications for existing and proposed projects. Develops quotation plans.
Serves as a source of expertise and performs necessary research to produce accurate, complete and competitive electrical estimates.
Coordinates all pricing and engineering information necessary to complete a quote.
Coordinates estimate reviews with the appropriate project team members to ensure completeness, accuracy and compatibility.
Develops a master project schedule, as required.
Assists project manager in other departments in coordinating pricing, resolving cost estimate issues, and working through related processes and procedures.
Obtains final pricing approvals, as required.
Conducts site visits to develop statements of work with the Contracting Officer Representative (COR) and Subcontractors.
Ensures all estimates and proposals are accurate and delivered on time. Ensures accuracy of costing and profit margins prior to obtaining approval of final cost proposals for submission to the government.
Oversees project technical activity related to cost estimation. May lead or participates as a project team member, depending on the job size and complexity.
Becomes thoroughly familiar with the plans, specifications, daily correspondence, shop drawings and all documents related to projects.
Works with Project Manager to prepare project schedules.
Supervises and inspects the work of subcontractors. Oversees subcontracted workforce to ensure safe, efficient, economical and timely completion of work. Instructs subcontractors in job direction and company policies. Ensures construction conforms to contract requirements. Emphasizes high quality standards that promote customer satisfaction.
Responsible for worksite adherence to all safety standards. Understands and enforces company safety policies and procedures. Organizes safety meetings with employees and supervisors. Practices, instructs and enforces all OSHA safety requirements / guidelines.
Conducts meetings with subordinates, subcontractors and others, as appropriate, to share information and to coordinate / direct work.
Develops Activity Hazard Analysis and/or Job Hazard Analysis for submittal on task orders.
Travels to remote job locations, as needed.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION / EXPERIENCE
Bachelor's degree in Construction Management or a related field of study and a minimum of five (5) years’ electrical experience, supervisory management and cost estimating experience with direct experience in estimating electrical construction projects; or equivalent combination of education, training and/or certification and experience.
CERTIFICATES / LICENSES / REGISTRATION
Recognized certification such as Certified Cost Estimator/ Analyst (CCEA) or DAWIA Certification is helpful, but not required
USACE Construction Quality Management for Contractors Certification or PMP Certification is helpful, but not required
JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES
Working knowledge of estimating with emphases on electrical systems and project superintendent with an acceptable degree of construction knowledge
Extensive knowledge and understanding of data-driven cost estimating and analysis techniques and standard practices
Demonstrated knowledge in industrial safety and OSHA regulations with ability to develop and implement safety plans / measures, OSHA 30 certified preferred but not required.
Skilled proficiency in RSMeans Costworks, Takeoff software, and Microsoft Office programs (i.e., Excel, Word, Outlook) ability to use microsoft project
Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals
Excellent supervisory and management skills with ability to resolve conflicts, grievances, confrontations or disagreements in a constructive manner
Ability to read and comprehend blueprints
Ability to read and understand pricing requirements outlined in contractual documents
Ability to write a detailed scope of work that is clear, concise and easily understood
Solid customer service skills with ability to develop professional relationships
Excellent organizational skills with ability to effectively manage multiple projects, priorities and deadlines

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
