The PMO BUSINESS OPERATIONS ANALYST will work directly with the CDI-Defense PMO Director and must grasp the overarching PMO business operations objectives throughout the project level delivery and accountability. This position demands a strong character to operate in a fast-paced and collaborative professional environment. Responsibility for the management of all PMO Business Operations for progress tracking, reporting, quality validations and analysis are critical for immediate actions for project execution in internal corporate engagements. This includes, but is not limited to daily interactions with senior leadership and Department heads to alignment with corporate staff, processes and reviews. Collaborative activities between financial controls and logistical operations for expense report reviews, management of project data (finance and operations) and the analysis of PMO business systems to the objectives/baselines etc.

 

This candidate must be willing and expected to participate as needed in OCONUS Project Operational set-up for systems, reporting, controls and accountability in the field. Customer/Client engagement may be required to support presentations and progress reporting.

 

This candidate must hold a valid US passport and accommodate health requirements for OCONUS/austere environments if needed.

 

This candidate must be familiar with the control and safeguarding of sensitive company information, technology and communication and conduct business accordingly. Training and awareness will be provided.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following.  Other duties may be assigned.

Ensures the proper recording, monitoring and management of PMO and Project Management business systems, documents, information and analytical data. This includes financial collaboration for both internal and contractual reporting as needed.

 

Collaborates and coordinated with cross-functional teams and departments to include, but not limited to, operations, travel/deployment coordinators, financial/invoicing, procurement/shipping, IT, Security and Safety, HR/Recruiting.

 

Prepare and compile reporting for overall PMO and project Executive Leadership and Department Heads.

 

Responsible for managing deployment/rotation schedules to ensure on-site readiness and full staffing levels.

 

Responsible for ensuring all pre-deployment requirements are complete prior to employees deploying, including creating and managing databases with deploying personnel information. This includes tracking of initial and reoccurring training required for contract performance.

 

Responsible for research on various deployment locations to include clearance requirements, country visas, deployment requirements, health requirements, etc.

 

Responsible for developing and implementing schedules to manage and track all aspects of the PMO operations.

 

Responsible for developing process guides, maps and flowcharts, reviewing regulatory documents, and project task delivery requirements.

 

Manages Program Share Point and PMO Mapping information on an ongoing basis.

 

Provides management with qualitative and quantitative analysis and provides recommendations to develop Standard

 

Operating Procedures (SOPs), to enhance project execution and PMO objectives such as onboarding, workflows, policies and procedures.

 

Compiles data and reports on a monthly basis; prepares written inquiries on programmatic issues for review by management.

 

Serves as a contingency Time Keeper within an automated system, for the deployed personnel.

 

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

 

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.  Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

 

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. 

 

Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources.  Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION / EXPERIENCE

Bachelor's degree and a minimum of five (5) years’ experience in an Operations Analyst role, ideally in the defense sector, or equivalent combination of education / experience. 

 

Preferred experience within a PMO operating environment / Project Delivery organization

Preferred experience with Quality Management Systems

Preferred experience with Government/Defense Contracting with OCONUS operations.

CERTIFICATES / LICENSES / REGISTRATION

Must be able to obtain a SECRET or interim SECRET government security clearance

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Demonstrated knowledge and experience in creating and managing internal program policies for submitting, storing, and sharing data and documents.

Extensive working knowledge of Microsoft Office Suite

Knowledge and experience with MS Project 2010, 2013 is preferred, with knowledge and experience to build Integrated Schedules and critical paths.

Knowledge and experience with MS Excel and Access with the ability to manipulate data utilizing formulas and pivot tables.

Knowledge and experience with Business Process Mapping with the ability to manipulate sequencing, links and embedded files.

Working knowledge and experience with SharePoint version 2010 or 2013

Ability to travel and work flexible or extensive hours as needed or required

Must be able to read, write, and speak English at a professional level

Ability to work remotely and in atypical working hours to accommodate OCONUS time zones

Ability to effectively work collaboratively, cross-department understanding in a team environment

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverba1 symbolism (formulas, scientific equations, graphs, musical notes, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
