The Project Manager is responsible for overall management of the program, project, and/or contract requirements, in single or diverse locations, in support of the Indian Health Service (IHS), Health Information Technology Systems and Support (HITSS) project.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Organizes, directs, and coordinates planning and production of all required activities.

 

Leads a Project Team responsible for achieving 2015 Health IT Certification to facilitate interoperability of several IHS Systems.

 

Utilizes Project Management tools and processes to document resources, schedules and costs.

 

Formulates and reviews all program/project documents: e.g., program, strategic, marketing, and subcontracting plans, feasibility studies, time and cost estimates, and other deliverable items.

 

Identifies changes in computer and systems technologies and interprets their meaning to senior management, employing knowledge of current and cutting-edge technology and systems as applied to customer requirements.

 

Provides technical assistance to facilitate planning and directing in the design, installation, modification, and operation of information systems capabilities, ensuring that the software and related products satisfy the needs and requirements of the customer.

 

Establishes and implements policies, procedures and standards, and ensures their conformance with information systems goals and procedures.

 

Studies and anticipates resource requirements including personnel, software, equipment, and facilities, and makes recommendations to the customer.

 

Coordinates the preparation, review and consolidation of customer information systems, budgets, acquisitions, and business plans.

 

Liaises with high-level customer personnel regarding performance and scheduling issues on programs, projects, or contracts. 

 

Responsible for ensuring coordination between subordinate personnel and all central management functions within the organization.

 

Applies quality assurance measures to the management and performance of the contract, program, or individual project.

 

Ensures adherence to budgets and business plans through periodic review of financial reports and capital appropriation requests.

 

Assigns personnel to various projects and directs their activities; reviews and evaluates their work, and prepares performance reports.

 

Confers with and advises subordinates on administrative policies and procedures, technical problems, priorities and methods.

 

Consults with personnel in other programs to coordinate activities.

 

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

 

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

 

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers.  Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources.  Will immediately correct any unsafe conditions to the best of own ability.

 

EDUCATION / EXPERIENCE

Bachelor’s degree from a four-year college or university and a minimum of three (3) years’ experience in direct management of IT programs, including planning and directing the design, installation, modification and operation of information systems. 

 

CERTIFICATES, LICENSES, REGISTRATION

Must be able to obtain government security clearance

 

Preferred certifications such as PMP / SCRUM / AGP

 

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Experience and Understanding of Health IT Certifications is preferred

 

Experience working in US Health and Human Services (HHS) or its agencies is preferred

 

Knowledge and understanding of PMI PMBOK principles, Agile, or SCRUM methodology

 

Knowledge of EPLC processes and templates required within Health and Human Services

 

Working knowledge and understanding of technical design Health IT systems

 

Skilled proficiency in developing process improvements and work instructions with ability to recommend viable solutions

 

Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals

 

Exceptional organization skills with ability to effectively manage multiple IT projects and priorities

 

Excellent verbal and written communication skills with ability to fully document procedures and information

 

Ability to plan and oversee projects through the use of project management software tools and methodologies

 

Ability to guide others and to implement policies and procedures

 

Ability to effectively lead, mentor and train others for the successful completion of tasks and goals

 

Ability to work with the Federal Managers and abiding by all Enterprise Performance Lifecycle and Capital Planning and Investment Control policies and guidelines

 

Exceptional skills in planning and prioritizing the work of others

 

Excellent critical thinking skills with ability to identify, analyze and resolve problems / complex issues

 

Ability to communicate technical information in non-technical terms with business users and stakeholders

 

Exceptional customer service skills with ability to build professional working relationships

 

Detail-oriented with ability to maintain status reports, timekeeping reports, etc.

 

Ability to work both individually and in a team environment toward the successful achievement of goals

 

LANGUAGE SKILLS

Ability to read analyze and interpret common and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publications that conform to prescribed styles and format. Ability to effectively present information to top management, public groups, and / or boards of directors.

 

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discount, interest, commission, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry. 

 

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interrupt an extensive variety of technical instructions in mathematical or diagram from and deal with several abstract and concrete variable.
