Human Resources Specialist – Staffing
The Human Resources Specialist – Staffing provides support to the Federal Bureau of Prisons. This position provides advice and assistance on all issues related to staffing and employment of qualified individuals.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Performs staffing needs analysis, adjudicates qualifications and veteran’s preference, maintaining applicant registers, automated systems, records management, personnel management, and database accountability.
Posts vacancy announcements.
Conducts quality reviews for all recruitment products. Ensures that all job analysis, vacancy announcements, questionnaires, qualification determinations, certificates of eligibility, job offer letters, etc., are accurate and based on appropriate OPM, and Federal Bureau of Prisons policies and regulations prior to issuance.
Performs qualifications reviews to include verifying minimum qualification requirements for all candidates referred for consideration. Minimum qualifications are determined by closely reviewing the candidates’ supporting documentation (i.e., resumes and/or transcripts) and verifying they possess the minimum level of education and/or experience.
Performs quality reviews of all referral candidates to ensure their final ratings accurately reflect the possession of critical competencies for the specific position. Adjusts ratings where appropriate to ensure high-quality referral lists.
Electronically issues competitive and/or non-competitive certificates/referral lists in accordance with merit system principles and delegated examining procedures. These lists may include category rating certificates and non-traditional certificates such as direct hire authority referrals, where applicable.
Safeguards private or protected information appropriately.
Stays up-to-date on current developments, regulations and trends related to staffing and recruiting.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION / EXPERIENCE
Bachelor's degree and a minimum of five (5) years’ relevant experience, or equivalent combination of education / experience.
CERTIFICATES, LICENSES, REGISTRATION
Delegated Examining Unit (DEU) certification required
May be required to pass a drug screen.

Knowledge of federal staffing rules competitive and non-competitive
Proficiency in the use of Monster Government Solutions’ Hiring Management system
Solid analytical and problem-solving skills
Skilled proficiency in the use of Microsoft Windows / Office programs (i.e., Word, Excel, Outlook, PowerPoint, etc.)
Comprehensive knowledge of Human Resources staffing and classification policies, procedures and methodologies with ability to accurately apply the Fair Labor Standards Act
Demonstrated knowledge of federal HR concepts, practices, laws, regulations, policies and precedents
Comprehensive operational knowledge of OPM classification standards, federal position classification, position management, organizational development and realignments
Knowledge providing staffing guidance and operational services for the competitive job posting process
Knowledge developing job analyses and assessment documents to support the hiring process
Excellent verbal and written communications skills with proficiency in proofreading and editing
Detail-oriented with solid proofreading and editing skills
Exceptional customer service and relationship-building skills
Ability to coordinate efforts with others to find mutually acceptable solutions for the successful achievement of goals
Ability to organize work, set priorities and determine resource requirements
Ability to work independently and in a team environment
Ability to advise and assist management in accomplishing personnel management responsibilities
Ability to function as a technical expert and make decisions independently
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
