Business Requirements Analyst
The Business Requirements Analyst focuses on full life-cycle management of requirements and specifications, User Acceptance Testing (UAT) support and user training support in assistance of the Pension Benefit Guaranty Corporation (PBGC). This position is directly responsible for developing system specifications from the provided business requirements (including associated LOEs for development), as well as tracking those requirements throughout the design, development, testing, and implementation phases. The Business Requirements Analyst must be able to apply professional knowledge to resolve complex issues where analysis of situations or data requires an in depth evaluation of variable factors.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Translates business needs into functional requirements/specifications and provides associated LOEs and impacts. Reviews and analyzes system design specifications and participate in technical system design reviews.
Analyzes technical system change requests and defects to ensure they are appropriately evaluated, prioritized, and transitioned to the technical team for design and implementation. Assists with troubleshooting system issues and team coordination.
Responsible for full life-cycle management of functional requirements and specifications, i.e. tracking through design to testing, and implementation after receipt of initial requirement.
Evaluates existing procedures, process, techniques, models, and/or systems related to management or contractual issues, which require reporting and recommend solutions.
Provides additional support for testing activities, participates in discussions and meetings with the UAT group to ensure business requirements and use cases are satisfactory to the users. Review test plans, test scenarios, test data preparation, and ensures full implementation of test plan activities for each release.
Formulates and defines systems scope and objectives through research and fact-finding combined with an understanding of applicable existing systems and industry requirements.
Performs highest technical level of most phases of systems analysis while considering the business implications of the application of technology to the current and future business environment.
Develops user interface designs, screenshots, walkthroughs, workflows, uniformly structured use cases and supplementary specifications.
Provides expertise and support for documenting requirements traceability.
Effectively communicates detailed technical requirements specifications – both verbally and in writing – to all project team members, client stakeholders, and senior management.
Responsible for aiding in own self-development by being available and receptive to any training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
Bachelor's degree with a minimum of eight (8) years related experience (MBA a plus). Experienced in the analysis of business and user needs, documentation of requirements, and translation into proper system requirement specifications. Expert in requirements gathering and elaboration. Demonstrated proficiency in eliciting user preferences around specific interface behaviors and related functionality. Must be self-motivated and independent, relying on system documentation and other IT team members to learn the workflow and features of the system developed for PBGC. Must be able to clearly and concisely communicate and interpret technical information to a broad range of people of varying levels of technical expertise. Experience with government contracts preferred.
