The IT Acquisition Specialist provides support to the Air Force Civil Engineering (AFCE) Program Management Office (PMO). This position assists in the development of technical documentation, managing project schedules, and updating the project management resource tool, Information Technology Investment Portfolio System (ITIPS), and other designated repositories.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following.  Other duties may be assigned.

Assists the Project/Program Manager (PM) in developing documentation such as Analysis of Alternatives, Statement of Objectives, Statements of Work, Performance Work Statements, developing Performance Specification, Acquisition Plan, Market Research, Justification and Authorization (J&A), requirements documents, and Program Management Reviews (PMR).

 

Updates a Project Management Resource Tool (PMRT), Information Technology Investment Portfolio System (ITIPS), and other designated repository for all PMO managed systems.

 

Provides input to the PM in evaluating contract deliverables and proposal evaluations.

 

Uses familiarity with AF acquisition processes and with different strategies to successfully implement IT capabilities.

 

Creates and updates Memorandums of Agreements (MOAs), Charters, and Concept of Operations (CONOPS) documents.

 

Creates and updates strategic documentation in support of PMO systems.

 

Assists the PM in identifying risk, resolving problems and verifying effectiveness of corrective actions.

 

Responsible for developing, maintaining, enhancing, and managing multiple project schedules, and Master Project Schedule as required.

 

Assists to estimate project activity time and durations, and sequences and optimizes project activities to best meet goals and objectives.

 

Develops schedules that span the entire products and/or project lifecycle from concept to product transfer.

 

Produces comprehensive schedules in various formats and levels of detail to suit  different users or audience.

 

Integrates the schedule with the project budget, and analyzes the validity of schedules submitted by outside parties contributing to the project.

 

Monitors actual progress, compares it to the baseline, and reports on progress and adverse deviations.

 

Provides status and accounting for all COTS software requirements across all business processes.

 

Responsible for managing licensing and provides, as required, expertise to procure each software requirement through software Blanket Purchase Agreements (BPAs) or Enterprise License Agreements (ELAs).

 

Works with each business process team and identifies strategic sourcing opportunities.

 

Provides knowledge and previous experience getting software applications certified and approved through PMRT and on the AF Enterprise Approved Product List (E/APL).

 

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

 

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

 

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

 

EDUCATION/EXPERIENCE REQUIRED

Bachelor’s degree and the following number of years’ of relevant experience for the respective levels (or equivalent combination of education / experience):

 

IT Acquisition Specialist – Level 3 (degree and 10+ years of experience)

IT Acquisition Specialist – Level 2 (degree and 4+ years of experience)

 

CERTIFICATES / LICENSES / REGISTRATION

Ability to obtain a security clearance if required

 

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Excellent computer skills with proficiency using Microsoft Office Suite (i.e., Outlook, Word, Excel, PowerPoint, etc.)

Excellent verbal and written communication skills

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

 

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

 

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
