Program Analyst II
The Program Analyst II provides support to the United States Patent and Trademark Office (USPTO), Knowledge Management Support Services (KMSS). This position performs a variety of technical and support services including data review and project coordination.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Performs a wide variety of complex technical and support services involving data review and project coordination.
Applies analysis and evaluation techniques to manual and automated processes.
Assists with or develops recommendations for improvements and documentation needed to assist management decision-making.
Advises managers in formulating requirements, evaluating alternatives and determining the implications of new or revised processes and systems.
Accumulates and stores data from diverse sources and generates reports.
Assists with or analyzes functional user needs, identifies omissions and errors in requirements, conducts feasibility studies, and recommends optimum approaches.
May take the lead in project-level groups.
Responsible for aiding in own self-development by being available and receptive to any training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
Bachelor’s degree and four (4) years’ of experience; or equivalent combination of education / experience. Experience in program analysis and evaluation. Expertise in Microsoft applications such as Access, Excel, PowerPoint and Word.

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
