The Project Manager - PT – ONCONC, supports the Office of the Chief Scientist with coordination, logistics, and project management across a variety of current and future projects underway at the Office of the National Coordinator for Health Information Technology (ONC). The position provides support including, but not limited to, patient-centered outcomes research (PCOR), the Precision Medicine Initiative (PMI), and international collaboratives. 



Essential duties and responsibilities include the following.  Other duties may be assigned.

Assists with managing the day-to-day operations of cross-coordination of the ONC PCOR projects, cross-coordination of ONC PMI projects, and cross-coordination of international collaboratives.


Maintains and implements a coordination work plan that addresses managing, planning and coordinating ONC PCOR project deliverables, PMI deliverables, and international collaborative deliverables and key milestones.


Develops and submits ONC PCOR, PMI, international collaborative program content in response to regularly scheduled and ad hoc data calls for ONC-wide project management tracking and reporting processes. 


The maintenance and implementation of the coordination work plan is expected to include, but may not be limited to, the following specific work requirements:


Organizes, convenes, and facilitates regular meetings of project and portfolio/ad hoc team leads with the ONC as well as meetings with other non-ONC stakeholders (federal and non-federal). 

Develops meeting tools, such as slide decks, agendas, and other documents and communications necessary to support the meetings.

Develops and distributes notes/results/action items from the meetings.  Tracks action items and updates project management documentation as indicated based on meeting proceedings. Sends out necessary communication to promote the completion of action items.

Works with relevant ONC project and program area leads to proactively identify, track, catalog and synthesize activities related to ONC’s policies, programs, and core business processes.

Maintains project and portfolio management documentation across ONC PCOR teams, PMI projects, and international collaboratives.

Conducts analyses of issues, and documents findings in briefings or decision documents as appropriate to the assignment.

Supports the development of PCOR, PMI, and international collaborative project documents, and facilitates work of planning and steering groups within ONC and across HHS divisions related to ONC’s PCOR, PMI, and international collaborative activities.  This includes, but is not limited to:

  • International call and coordination support
  • Federal Agency monitoring for key initiatives and projects
  • Drafting support for documents including communications documents related to project dissemination
  • Media monitoring

Reviews and edits documents, merging input on documents and working with the management team as directed by the Chief Scientist and designated leads.


Responsible for aiding in own self-development by being available and receptive to any training made available by the company.


Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize output.


Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and Human Resources. Will immediately correct any unsafe conditions as the best of own ability.



Bachelor’s degree and a minimum of five (5) years’ relevant experience working in a professional business environment; or equivalent combination of education / experience.



PMP Certification preferred



Proficient knowledge in the use of Concur Travel Systems

Operational knowledge of mobile application data use models

Working knowledge and understanding in the use of gap analyses

Operational knowledge and skill in administrative / clerical practices and systems, such as word processing, presentation development, records management,  schedule / time management, as well as other office procedures and terminology

Advanced proficiency in using Microsoft Office Suite (i.e., Outlook, Word, Excel, PowerPoint, Access, Visio, etc.)

Excellent written and verbal communications skills with knowledge and ability to utilize appropriate grammatical skills at a professional level

Ability to work and communicate effectively with all levels of management and coworkers, as well as a wide range of people with diverse backgrounds

Ability to identify problems and to use sound judgment

Ability to work independently on assigned tasks as well as to accept direction on given assignments

Ability to handle highly sensitive and confidential information with exceptional discretion

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.



Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to deal with problems involving several concrete variables in standardized situations.
