HR Specialist - Classification
The Human Resource Specialist – Classification provides position classification and mentoring support for the Center for Disease Control and Prevention (CDC), Human Resources Office (HRO). This position provides an advanced level of job classification support related to the organizational structure as it applies to position allocation, job series, and classification requirements. The HR Specialist - Classification must be well versed in CDC classification standards as well as overall federal government personnel classification laws, regulations, policies and procedures.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Consults with managers and/or SMEs to conduct job analyses.
Evaluates draft position descriptions against the appropriate HRO classification standards to determine the correct series, grade, and title. Ensures position management guidelines are applied appropriately.
Applies classification and position management principles that follow established procedures in the development and analysis of data facts.
Establishes position descriptions, and prepares comprehensive position evaluation statements, that document classification decisions.
Maintains accurate competitive levels for all CDC HRO positions to ensure accuracy and consistency.
Maintains accurate position sensitivity levels to ensure proper suitability for all CDC HRO positions.
Consults with employment and compensation branches as to previous classification decisions to ensure consistency and adherence with established CDC HRO policies. Provides valid support of final classification recommendations for final approval by an authorized member of the Government staff.
Completes all appropriate forms relevant to the classification process, which includes determining the competitive level, full performance level, position sensitivity level, etc.
Reviews and updates position decisions to ensure they fully support the decisions and are in the proper format in accordance with CDC HRO guidelines.
Performs desk audits, as directed.
Monitors various listing and PD databases to ensure consistency in the application of classification actions.
Participates in classification and position management workgroups.
Ensures HR staff members are mentored and trained in classification matters and are aware of all changes and current developments in classification policy.
Responds to classification appeal requests.
Identifies workforce job requirements necessary to achieve the mission.
Participates in studies concerning organization-wide and government-wide hiring and staffing management issues.
Assists with workforce restructuring activities.
Interprets and applies position classification standards to positions to determine the correct pay category, occupational series, title, and grade level.
Classifies positions and advises management on the efficient and effective use of human resources in the design of both positions and organizations.
Provides position management and organizational design advice and recommendations to agency managers.
Supports Strategic Workforce Planning activities as needed.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION / EXPERIENCE
Bachelor’s degree and a minimum of five (5) years of experience or equivalent combination of education / experience. Experience and knowledge working with Government classification standards preferred.
CERTIFICATES / LICENSES / REGISTRATION
Must be able to obtain Government clearance
U.S. Citizen/Green Card only due to Government or federal requirements

Comprehensive knowledge of Human Resources staffing and classification policies, procedures and methodologies with ability to accurately apply the Fair Labor Standards Act
Demonstrated knowledge of federal HR concepts, practices, laws, regulations, policies and precedents
Comprehensive operational knowledge of classification standards, federal position classification, position management, organizational development and realignments
Knowledge of CDC HRO Policies and Procedures
Ability to advise and assist management in accomplishing personnel management responsibilities
Extensive knowledge and expertise providing staffing guidance and operational services for the competitive job posting process
Extensive knowledge and expertise developing job analyses and assessment documents to support the hiring process
Skilled proficiency in the use of Microsoft Windows / Office programs (i.e., Word, Excel, Outlook, PowerPoint, etc.) with ability to quickly grasp and utilize NFC Payroll / Personnel System (PPS)
Excellent verbal and written communications skills
Detail-oriented with solid proofreading and editing skills
Exceptional customer service and relationship-building skills
Ability to coordinate efforts with others to find mutually acceptable solutions for the successful achievement of goals
Ability to organize work, set priorities and determine resource requirements

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
