The Subject Matter Expert (SME) - Functional Specialist serves as a senior member of a project team in support of the U. S. Department of Energy (DOE) Office of the Chief Information Officer (OCIO). This position provides an expert level of functional knowledge to assist the Customer Advocacy Initiative in a specialized field such as science, business, engineering, IT or knowledge management. Applicable functional areas include: systems engineering, acquisition management, business process, quality assurance, organizational planning, financial management, acquisition logistics, configuration and data information systems, major enterprise-wide technology deployments, or strategic enterprise infrastructure redesign.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Performs analysis of current customer mission requirements, and current business processes, tools, and technologies to identify and document improvements to optimize customer productivity and customer satisfaction.
Organizes and conducts meetings with customers, including with Platinum/VIP and senior leadership, to understand and document customer mission requirements, and current business processes, tools, and technologies.
Provides situational awareness and detailed briefings on customer meetings and issues.
Develops feedback questionnaires for customers as requested.
Creates customized communications for customers as requested.
Provides Outreach and Engagement facilitation.
Advocates Technology Injection and IT Modernization.
Performs analysis of Platinum/VIP customer issues to assist in identifying systemic issues, and recommendations on corrective actions.
Coordinates activities with the Platinum service desk team to ensure awareness of proposed changes and operational readiness prior to implementation.
Provides advanced technical knowledge and analysis of highly specialized applications and operational environment.
Provides high level functional systems analysis, design and integration, documentation, and training and implementation advice on complex problems.
Performs assignments on a broad range of tasks associated with the implementation of standard techniques, procedures and/or criteria related to functional area or expertise.
Gains knowledge of policies and procedures of a given program / project. Works cooperatively within the guidelines established by customer management and project leaders.
Collaborates with team members to attain the project goals within the defined timeframes.
Collects and analyzes data, and provides reports on project status.
Designs and prepares technical reports, studies and related documentation. Makes charts and graphs to record results. Prepares and delivers presentations, training and briefings, as required.
Serves as a resource for team members and clients. Helps to ensure an effective and positive work environment by establishing and maintaining cooperative working relationships.
Responsible for aiding in own self-development by being available and receptive to any training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and Human Resources. Will immediately correct any unsafe conditions as the best of own ability.
EDUCATION/EXPERIENCE
Bachelor’s degree in a related field of study. Must meet minimum years of experience requirement as specified below. Must have four (4) years of experience in Information Technology with a minimum of two (2) years in an applicable functional area.
SME - Functional Specialist 8 (14A): Required degree + 11 years of experience
SME - Functional Specialist 7 (14A): Required degree + 10 years of experience
SME - Functional Specialist 6 (13A): Required degree + 9 years of experience
SME - Functional Specialist 5 (13A): Required degree + 8 years of experience
SME - Functional Specialist 4 (12A): Required degree + 7 years of experience
SME - Functional Specialist 3 (11A): Required degree + 6 years of experience
SME - Functional Specialist 2 (10A): Required degree + 5 years of experience
SME - Functional Specialist 1 ( 9A): Required degree + 4 years of experience
CERTIFICATES, LICENSES, REGISTRATION
U.S. Citizens only due to government or federal requirement
PMP Certification preferred
JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES
Experience with business process modeling (BPM), business process reengineering (BPR), organizational change management, and human capital management
Extensive Business process improvement/reengineering with 6 sigma black belt, lean experience
Experience with industry methods for process improvement, organizational design, or performance optimization
Strong project management, strong senior client’s engagement, solutions development
Excellent organization and time management skills with ability to handle multiple priorities
Exceptional analytical and problem-solving skills with ability to assess business requirements
High level of proficiency in briefing managers and communicating recommendations regarding status of project

LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professiona1journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
