The Data Analyst - Health Informatics provides support to the Centers for Medicare & Medicaid Services (CMS) Payment Error Rate Measurement (PERM) program. This position is primarily responsible for providing, defining and documenting business requirements for the development of Standard/Routine, Executive Dashboard, and ad hoc reporting tools used by project leadership, including the Project Director, Assistant Project Director, and operation managers.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following.  Other duties may be assigned.

Acts as liaison between internal and external business partners and IT to define, document, and review business and system requirements to support solution development and design reporting and analytical tools needed.

 

Compiles and interprets specifications, in accordance with standards for data definition and data extraction, leading and managing small projects with management oversight. 

 

Creates test reporting outputs and performs testing to validate final products, receiving approval from Business Users before deployment.

 

Works with multiple staff across many operations including Information Technology (IT), Data Processing (DP) Reviews, Medical Reviews (MR), Medical Records Requests (MRR) and Sample Unit Coordination (SUC) as well as project Leadership.

 

Supports CMS and other internal units in providing ad hoc data reports as requested. Develops capability to convert ad hoc reports into on-demand, system-generated requests.

 

Creates project documentation including functional and technical specifications, requirements, use-cases, testing scenarios, and project plans where applicable.

 

Quickly addresses and/or escalates project issues and supports the resolution.

 

Shifts priorities when necessary to support urgent business needs.

 

Establishes and maintains working relationships with all levels of the organization.

 

Manages concurrent projects with competing priorities and deadlines.

 

Effectively communicates with internal and external customers with management oversight as necessary to elicit, capture, develop, and implement internal and external customer requirements. Effectively communicates status, changes, and issues to the relevant parties and stakeholders.

Queries the source system to ensure final output conforms to requested specifications.

 

Develops Executive Dashboards, implementing scheduled compilation and distribution to stated recipients.

 

Develops analysis tools to ensure production teams achieve continued improvement in performance.

 

Works collectively with Sample Unit Coordination staff to analyze data received from other entities including states, vendors and other CMS contractors to define gaps, inaccuracies and other areas of impact. Demonstrates the impact of any identified data issues on productivity and ensures timely completion of established milestones pursuant to CNI’s Statement of Work with CMS.

 

Works with Leadership and other areas by using analysis and impacts defined in data gaps and inaccuracies to define corrective actions and achieve continuous improvement in outcomes.

 

Develops data extracts to compile data in a meaningful output to improve efficiency for use in reviews.

 

Ensures end products comply with HIPAA security and privacy guidelines.

 

Displays a positive, constructive, and helpful demeanor.

 

Performs other responsibilities, special assignments or projects as directed, including service on task forces and committees.

 

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

 

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. 

 

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers.  Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources.  Will immediately correct any unsafe conditions to the best of own ability.

 

EDUCATION / EXPERIENCE

Bachelor's degree in Computer Science, Business Administration, or a related field and a minimum of  three (3) years’ relevant experience, or equivalent combination of education / experience. Three years’ of experience in managing informatics tools or other equivalent analytics tools. Three  years’ of experience working with healthcare data components such as Provider Data, NPI, Form Types, CPT, ICD, HCPCS, Revenue Coding, Eligibility, Fee Schedules, Pend and Error explanation coding concepts, and other related healthcare specific data. Experience in a document management system (DMS) such as Compliance 360, GRC Cloud, Velocity EHS, or Paradigm 3 preferred. Experience leading training sessions/classes (on-site, WebEx, etc.) and producing training-related material. Demonstrated working experience as a data coordinator and report developer. Experience in data mapping, use of data dictionaries and data warehouse repositories as well as relational databases.

 

CERTIFICATES, LICENSES, REGISTRATION

Must be able to obtain government security clearance

U.S. Citizens / Green Card only due to government or federal requirement

SAS/SQL certification is preferred

 

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Working knowledge of information care and analytics principles, HIPPA compliance rules and proper security protocols

Advanced Microsoft Office skills, including expert level proficiency in Excel such as extensive use of pivot tables, export to visualization tools, and other more advanced techniques

Technical expertise regarding data models, database design development, data mining and segmentation techniques

Fluency in essential Informatics tools such as: SQL, Tableau, SSAS, SRS, Hadoop; ETL, SSRS and SSIS tools for data extract and routine report scheduling

Ability to define and document effective report specifications and design proper data extracts and outputs from creation through validation of data and report adequacy

Thorough understanding of integration between applications

Ability to learn new skills and apply them immediately

Strong analytical skills, with the ability to produce results with minimal supervision

Strong critical thinking, written and verbal communication skills

Effective time management skills, including the ability to work effectively on multiple projects at the same time

Ability to adapt to changing priorities as needed to complete all assigned tasks in accordance with established deadlines

Ability to interact with business users to define report specifications and document requirements, then create report outputs from spec drafts through validation and business user approval

Ability to collaborate effectively with technical resources (e.g. system administrators, database administrators, and data analysts)

Ability to use data to assist Leadership and subject matter experts (SMEs) in evaluating potential impacts and conducting cost benefit analysis to identify and define priorities

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

 

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to compute rate, ratio, and percentages, and to draw and interpret bar graphs, pie charts, etc. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

 

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
