FINANCIAL SYSTEMS ANALYST
The Financial Systems Analyst develops, designs, tests, installs, and operates all aspects of I-Manage Financial Systems for the Office of the Assistant Manager for Financial Management (AMFM) in support of the Department of Energy (DOE). This position provides solutions that enable the AMFM to obtain maximum performance and benefit from I-Manage Financial Systems operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Develops, designs, tests, installs, and operates all aspects of the system relating to the electronic payment processing function for the DOE.
Develops, designs, tests, installs, and operates all aspects related to month-end accrual adjustments utilizing FAST.
Develops, designs, tests, installs, and operates all aspects of the DOE Payment and Collection System.
Develops customized applications with software development tools while adhering to standard programming concepts/methodologies.
Develops and/or refines business, functional and performance requirements for all proposed and existing financial/information systems.
Performs acceptance testing on all new and/or modified information systems.
Creates and keeps current application and end-user documentation.
Provides training for all new and/or existing applications to end-users.
Troubleshoots all software-related issues impacting financial/information systems.
Incorporates appropriate security measures at the application level to protect sensitive corporate information.
Provides input and guidance to the DOE Information Architecture Program, DOE Strategic Plan and other in-house planning and operational documents based on future technological trends related to software development.
Documents all tasks in the Program Change Request (PCR) module within BEARS or its successor.
Provides support and input to the COR/CTM for changes in customer requirements that require systems planning, design, development, deployment, and modification workgroups.
Designs and implements process enhancements that accrue significant savings to all.
Supports internal project initiatives by providing operational knowledge/expertise to support project activities such as providing knowledge on interfaces/extensions, and processes.
Provides annual support to the Financial Statement Audit. Responds to complex data call requests from internal and external customers, including time sensitive requests to respond to auditors.
Plans and manages the design, integration, and implementation of DOE’s payment systems, ensuring the approved solution addresses the integration of financial management, cost accounting, budget, procurement, human resources, and performance measurements.
Researches and diagnoses reported system problems or data inconsistencies reported by system users.
Performs simulation scenarios to determine current functionality and proposed system or manual fixes.
Identifies requirements, and monitors the development of methods for the achievement of assigned systems interface or integration with other financial and non-financial systems.
Participates in the preparation of technological and economic feasibility studies such as economic analyses, cost/benefit studies, and Automated Information System (AIS) Plans for existing or potential new systems for use in making major management decision.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
Bachelor's degree in Computer Science, Computer Information Systems or a related discipline, and a minimum of five (5) years systems analysis experience, or equivalent combination of education / experience.

CERTIFICATES, LICENSES, REGISTRATION
Possesses or has the ability to obtain an “L” Level Security Clearance
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Ability to read, analyze, and interpret general business periodicals, professiona1journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals.
