The Training Manager – Natural Resources serves as an Energy/Natural Resources Subject Matter Expert (SME) relating to all aspects of the Bureau of Indian Affairs, Indian Energy Service Center (BIA-IESC) training endeavors.  This position schedules training, develops curriculum and trains, monitors and evaluates student performance.  

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following.  Other duties may be assigned.

Serves as course manager and instructor.

 

Researches, organizes, prepares, and facilitates instruction.  Prepares uses multiple methods of instruction such as conferences, hands-on training/education, practical exercises, case studies, video, computer based training and simulated exercises, etc. 

 

Monitors and evaluates student performance and attainment of specified standard within prescribed course. 

 

Prepares formal and informal tests or quizzes and reviews them for accuracy, appropriateness and material coverage. 

 

Observes student classroom activities and participation.  Ensures that classroom training facilities, automated systems, and training aids are ready for use. 

 

Reviews instructional material to be presented, rehearses for instruction. 

 

Performs class scheduling and announcement on DOI Learn. Arranges for guest speaker support as required. 

 

Develops or assists in the development or adaptation of instructions, lesson plans, examinations, training aids, student material/handouts, visual aids. 

 

Determines the best way to convey the course material to the students using a combination of methodologies.

 

Establishes and maintains contact with practitioners, researchers, and other Federal Agencies in order to keep abreast of the latest changes and advances, affecting training and methodologies, technologies, and doctrine, as well as to provide subject matter perspective to students.

 

Trains and evaluates lower level instructors.  Monitors and evaluates training and education effectiveness of the instructors throughout course of instruction. 

 

At the end of a course, completes an overall analysis of its effectiveness and makes substantive recommendations for changes in assigned courses. 

 

Performs other duties such as writing scripts for video production, formatting for computer based training etc.

 

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

 

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers.  Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources.  Will immediately correct any unsafe conditions to the best of own ability.

 

EDUCATION / EXPERIENCE

Bachelor's degree in journalism or business administration and a minimum of two (2) years relevant experience in an instruction function, or equivalent combination of education / experience.

Adept in technical components of curriculum design and development with ability to translate technical information into general language

Ability to skillfully assimilate and evaluate information and methods, and to deliver student-focused innovations for continuous improvement

Basic and versatile knowledge of proven training methods and techniques related to subject matter

Exceptional skills in researching, writing, reviewing and editing technical training materials and methods

Excellent verbal and written communication skills

Excellent interpersonal relations skills with ability to effectively interact with others in the performance of assigned duties and with all levels of personnel from line level to senior leaders

Excellent customer service skills with ability to maintain positive working and professional relationships

Ability to recognize and analyze problems, summarize results and make appropriate recommendations

Ability to command and conduct training sessions in a classroom setting with enthusiasm and clarity

Skilled proficiency using Microsoft Office (i.e., Outlook, Word, Excel, PowerPoint, etc.)

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

 

REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to deal with problems involving several concrete variables in standardized situations.

 

LANGUAGE SKILLS

Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence.  Ability to effectively present information in one-one-one and small group situations to customers, clients, and other employees of the organization.
