The Production Accountability Technician provides support to the Bureau of Indian Affairs, Indian Energy Service Center (BIA-IESC). This position provides technical expertise to assist Tribes in auditing tribal/allotted oil and gas leases to ensure production accountability. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following.  Other duties may be assigned.

Interprets and applies bureau policy, manuals/handbooks, industry standards, management practices, and other guidance to implement the Production Accountability effort bureau-wide.

 

Develops policies, procedures and serves as a subject matter expert for the Washington Office to assist in developing national standards and related policies.

 

Coordinates production accountability (PA) efforts, findings, and action items with internal and external organizations.

 

Reviews PA effort documentation and findings of the PA review for overall quality control and quality assurance.

 

Analyzes efforts to identify trends, scope of common issues, and identify future areas for PA opportunities.

 

Coordinates the development and implementation of best management practices based on the findings of specific PA reviews or overall trends in geographic area or by an industry operator.

 

Provide outreach to Bureau of Land Management (BLM) staff in PA issues, and provides outreach to industry regarding oil and gas measurement practices and procedures.

 

Provides advice and technical expertise on complex or unusual production accountability reviews (PARs).

 

Assists the Lead Production Accountability Specialist (PAT) in mentoring and training PA's, developing PA Individual Development Plans, developing annual performance standards and providing feedback on performance measurement metrics.

 

Prepares Incidents of Non Compliance (INC's), monetary assessments and /or penalties for noncompliance with orders to submit documents for review.

 

Provides technical expertise on sensitive situations, including review, and corrective action, and on cases which result in administrative court hearings and proceedings.

 

Drafts cooperative agreements with other federal and state agencies regarding oil and gas measurement practices and procedures as they relate to Production Accountability efforts.

 

Serves as technical specialist and liaison between Indian tribes, agencies and commercial contractors on complex project issues, processes or methods.

 

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

 

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. 

 

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers.  Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources.  Will immediately correct any unsafe conditions to the best of own ability.

 

EDUCATION / EXPERIENCE

Bachelors and a minimum of one (1) years’ relevant experience, or equivalent combination of education / experience. Practical experience and understanding of one or more environmental sciences or related fields (e.g., biology, ecology, chemistry, hydrology, radiation physics, environmental law, real property functions, or statistics) sufficient to assess and correlate environmental data, verify results, and discuss technical aspects of work with scientists, engineers, and other environmental experts.

 

CERTIFICATES / LICENSES / REGISTRATION

Ability to evaluate and perform analyses on complex production accountability issues

Knowledge and understanding of recognized production standards, regulatory requirements, and pertinent statutes sufficient to assure production compliance and provide routine technical assistance to operating personnel and managers

Skill in using standard data gathering and analysis techniques to collect and review technical information on production activities or quality and to identify and solve problems of a procedural or factual nature

Knowledge of the policies, organization, operations, work practices, and environmental parameters of regulated industries, agricultural or commercial establishments, Federal agencies, States, or other entities sufficient to obtain information, evaluate compliance, and recommend necessary changes, control measures, best management practices, etc.

The ability to combine pieces of information to form general rules or conclusions including finding a relationship among seemingly unrelated events

Ability to resourcefully utilize available tools and resources to resolve issues

Effective verbal and written communication skills with solid reporting skills

Ability to clearly and concisely communicate technical information to a broad range of people with varying levels of expertise

Excellent customer service skills with ability to use tact in handling difficult individuals and/or situations

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.

 

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

 

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
