Production Reporting Specialist - Anticipated

The Production Reporting Specialist provides support to the Bureau of Indian Affairs, Indian Energy Service Center (BIA-IESC). This position provides production accountability (PA) reporting, reviews, investigation, and guidance for resource development on reservations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Serves as technical specialist and liaison between Indian tribes, agencies and commercial contractors on complex project issues, processes or methods.
Interprets and applies bureau policy, manuals/handbooks, industry standards and best management practices, and other guidance to implement the Production Accountability effort bureau-wide.
Provides advice and technical expertise on complex or unusual production accountability reviews (PARs). Assists the Lead Production Accounting Specialist (PAT) in mentoring and training Production Accountants.
Analyzes and identifies trends, scope of common issues, and future areas for PA opportunities.
Provides technical expertise on sensitive situations, including review and corrective action, and on cases which result in court hearings and proceedings.
Conducts reviews to determine accuracy of hydrological and engineering data. Notifies industry personnel of deficiencies and provides assistance in correcting errors.
Evaluates data on Commission proceedings to determine compliance with rules and laws.
Interprets state and federal laws and commission rules for staff, industry personnel and the public.
Investigates oil and gas pollution sites and exploration, production and pipeline safety transportation facilities and provides technical and professional recommendations.
Prepares geological, hydrological and engineering reports. Reviews information and exhibits used in hearings and testifies at Commission hearings as an expert witness.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION / EXPERIENCE
Bachelors of Science degree in in geology, geography, hydrology, environmental science, petroleum engineering, or geological engineering and a minimum of three (3) years’ relevant experience, or equivalent combination of education / experience.
