The Reference Data Specialist provides support to the Bureau of Indian Affairs, Indian Energy Service Center (BIA-IESC). This position assures all leases, agreements,  and other required reference  data is complete, accurate, and  in conformity  with  current regulations, procedures, and policies  resulting in  timely  processing  of royalty  and production  data and  accurate distribution  of revenue to recipients.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following.  Other duties may be assigned.

Serves as technical specialist and liaison between Indian tribes, agencies and commercial contractors on complex project issues, processes or methods.

 

Assist BIA Agency in maintaining lease and agreement information, input into the computer database. 

 

Verifies financial terms, royalty rates, and rent, MR, and agreement allocations with original lease document.

 

Resolves complex leasing issues with appropriate surface management agency and industry representatives.

 

On a property or geographic basis, analyzes and proposes the best asset management strategy for collection of royalties in-value or in-kind.

 

Conducts in-depth, detailed analyses of identified Compliance Systems exceptions. Initiates appropriate correspondence to industry requesting source data and resolution of identified exceptions.

 

Performs detailed research of in-house, third party and industry source data to resolve exceptions. Analyzes industry responses to determine any additional actions required.

 

Responds to industry request for information and assistance to resolve exceptions. 

 

Interviews accounting and management personnel in lessee, payer, and operator companies to obtain information and resolve exceptions.

 

Makes adjustments, additions etc. to the Compliance System based on information gained through a variety of sources such as contracts, third -party data, trending etc.

 

Prepares draft orders, demands and bills with supporting documentation.

 

Responds to controlled correspondence, such as Notices of Appeal. Prepares field reports or other appropriate correspondence.

 

Evaluates, using applicable regulations and procedures, company requests to exceed transportation or processing allowance limits and prepares Determination Letters.

Analyzes and maintains a wide variety of data related to assigned leases or geographic basin, including but not limited to, marketing practices, transportation and processing facilities, pipelines, etc.

 

Using system generated data, performs trend analysis for assigned leases or geographic basin. Analyzes results and initiates appropriate follow-up actions.

 

Using system generated data, performs majority price determinations in accordance with regulations and established policy.

 

Participates with other IESC personnel, legal counsel, and state and Tribal representatives in industry settlement negotiations.

 

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

 

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. 

 

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers.  Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources.  Will immediately correct any unsafe conditions to the best of own ability.

 

EDUCATION / EXPERIENCE

Associate's degree and a minimum of two (2) years’ relevant experience, or equivalent combination of education / experience. Experience associated with real estate and mineral leases.

 

CERTIFICATES / LICENSES / REGISTRATION

 

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Knowledge of mineral leasing laws, regulations, policies and practices applicable to Federal and Indian lands, in order to accurately maintain lease and agreement reference data and associated financial obligations used for royalty and production processing

Knowledge of laws, regulations, orders, opinions, decisions, and policies governing royalty collections and reporting requirements pertaining to Federal and Indian lands

Knowledge of the practices, methods and techniques of accounting and auditing required to conduct evaluations of mineral production and sales from Federal and Indian leases and to analyze a wide range of specialized problems relating to mineral royalty accounting

A detailed knowledge and understanding of automated systems and Compliance Systems processes for generating exceptions.

Excellent research and analytical skills with ability to identify problems, determine accuracy / relevance of information, evaluate alternatives and make recommendations

Ability to work effectively with others to achieve goals

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.

 

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

 

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
