Environmental Scientists / Engineer - Anticipated

The Environmental Scientists / Engineer supports environmental projects with scientific analysis for the Bureau of Indian Affairs, Indian Energy Service Center (BIA-IESC). This position conducts scientific studies, prepares reports, and develops management plans to help make sure the environment is preserved.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Provides environmental scientific and administrative support with limited supervision using environmental engineering methodologies and principles.
Serves as technical specialist and liaison between Indian tribes, agencies and commercial contractors on complex project issues, processes or methods.
Provides environmental support to the development of project plans and reports.
Supports senior scientific and engineering staff in the design and implementation of environmental studies.
Provides the knowledge for tribes and their partners to meet the regulatory requirements associated with the planning and execution of resource development on reservations.
Understands and applies required compliance with all local, state, and federal rules and regulations.
Provides active participation with planning processes, including permitting activities and remedial activities, ensuring that deadlines are met and accurate information is disseminated to county and municipal governments.
Maintains an understanding of federal, state and local regulatory rules and regulations.
Support senior scientific and engineering staff in completing compliance checks of oil and gas operations on reservations and tribal lands.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION / EXPERIENCE
Bachelors of Science degree in Environmental Engineering or relative field and a minimum of three (3) years’ relevant experience, or equivalent combination of education / experience.

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES
Broad technical knowledge of renewable energy technologies and applications including photovoltaics, concentrating solar thermal, wind, geothermal, liquid fuels (ethanol, biodiesel, bio-oil), power production (combustion, gasification, pyrolysis, fuel cells, micro-turbine), facility heating, biomass resource harvesting and processing, and co-generation
Working knowledge of IMDA and EMDP processes
Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems
The ability to combine pieces of information to form general rules or conclusions including finding a relationship among seemingly unrelated events
Ability to resourcefully utilize available tools and resources to resolve issues
Effective verbal and written communication skills with solid reporting skills
Ability to clearly and concisely communicate technical information to a broad range of people with varying levels of expertise

Ability to effectively present information to top management, public groups, and/or boards of directors.
