SUMMARY

The Management Analyst II provides mission support and policy analysis services to Health and Human Services (HHS), Office for Civil Rights (OCR) Regional Managers in developing case-related guidance for front-line OCR investigators and makes recommendations regarding regional operations to ensure consistency in compliance activities and application of policies.

ESSENTIAL REQUIREMENTS

Must be able to obtain government security clearance.

KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following.  Other duties may be assigned.

Provides consultation and makes recommendations to the COR regarding OCR’s compliance and enforcement authorities to support OCR’s case investigations and compliance reviews. Provides consultation to the COR regarding case resolution and enforcement strategies that may concern Health and Human Services divisions, state and local governments, and/or private entities.

Makes recommendations to the COR about the findings and disposition of cases and compliance reviews.

Provides mission support, policy, and regulatory impact analysis (RIA) to the OCR Director and Division Directors on issues of policy, impact of administrative rules, compliance, and enforcement mechanisms.

Provides research and recommendations regarding implementation of policies and procedures under OCR’s compliance and enforcement authorities to the OCR Regional Manager.

Conducts and analyses HHS program-related research and provides recommendations to the COR.

Assists with analyzing clearances implicating the office’s mission and makes recommendations to the COR for processing.

Provides outreach activities, such as outreach to stakeholders, media relations and special initiatives, in support of OCR’s mission activities, program goals and strategic objectives.

Leads, supervises and mentors assigned staff.  Provides training and direction for ensuring the achievement of maximum performance with high standards.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.  

Manages and track team caseloads, creates quarterly productivity goals and benchmarks, and maintains an appropriate level of quality assurance for case processing for each team member

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

EDUCATION AND EXPERIENCE

Minimum educational experience is a law degree (J.D.) from a law school accredited by the American Bar Association (ABA) or a Bachelor’s degree from an accredited university or at least eight (8) years specialized experience.

JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIES

LANGUAGE SKILLS

Ability to read, analyze and interpret technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.  Exposed to general office noise with computers printers and light traffic.

The pay range for this role is $85,000-90.000, with the final offer amount dependent on location, skillset, and experience.
