SUMMARY

The Mid-Program Analyst supports the Department of Homeland Security (DHS), US Customs and Border Protection (CBP) by working with the budget office to develop and update the annual spend plan; gathering and compiling budget data and providing a comprehensive report on the funding requirements by Division; tracking expenditures and reviewing the ULO reports and providing the Budget Officer with updates on expenditures; creating weekly reports on remaining allocations, burn-rates, ULOs, and expenditures; working with the COR in the proper allocation of funding resources, based on budget allocation and contract funding requirements; conducting analyses of spending patterns and providing advice on ways to increase efficiencies; and developing budget processes and procedures and conducting budget training as required and using SharePoint/KMS to track and maintain open documents.

ESSENTIAL REQUIREMENTS

Must meet one of the two requirements:

  • Have an active Security Clearance (DHS/CBP clearance preferable), or
  • 2) Have had a Security Clearance in the past (preferably within the last 2 years).

Must be able to pass a CBP background investigation.

DHS and/or CBP experience is highly desirable.

KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following.  Other duties may be assigned.

Provides task management and technical writing reviews.

Works with the Government Lead and the PMs to identify the responsible Division and initiate the process of responding to the tasking.

Receives, reviews, and submits responses to tasks.

Corresponds with the tasking entity, verify information, and request clarification, as needed.

Uses the CBP Style Guide to ensure submissions are in the proper format. Provide technical writing support to ensure written correspondence is clear, concise, and properly formatted.

Develops weekly status reports on all outstanding tasker(s). Coordinate with the responsible entity by the response date, and request extensions to taskers, as needed.

Assists with the editing and routing of official correspondence. Develop templates, PowerPoint presentations, newsletters, and reports, as required.

Uses SharePoint/Knowledge Management System (KMS) to track and maintain open documents.

Uses SharePoint/KMS to receive, review and respond to internal and external tasks.

Assists with assigning and managing KMS access and permissions and provide updates to the KMS homepage, as necessary.

Develops, updates, and publishes IS’s Monthly Newsletter.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.  

  

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

EDUCATION AND EXPERIENCE

Bachelor's degree and a minimum of 3 years’ relevant experience, or equivalent combination of education/experience.

Three (3) to five (5) years of project/program analyst experience required.

Excellent customer relationship management skills and ability to work with diverse groups.

Strong financial, analytical, and written skills.

Experience analyzing processes and workflows, formulating process improvement recommendations, analyzing technical/programmatic information, and preparing high-level presentations.

Proficient in the full suite of Microsoft Office and Microsoft Project.

Well-developed time management and schedule coordination skills.

Demonstrated high-level ability to communicate both verbal and written.

Demonstrated ability to write technical/acquisition documents.

Must have effective problem solving and decision-making skills.

Ability to interact in a team environment and with key customers and stakeholders.

Proficient in the full suite of Microsoft Office, including Project. 

LANGUAGE SKILLS

Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups and or boards of directors.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.

PHYSICAL DEMANDS

Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.  Exposed to general office noise with computers printers and light traffic.
